About this file
This is a user guide document for the CobbleStone Vendor/Client Gateway, a procurement platform utilized by the Texas Parks and Wildlife Department (TPWD) Infrastructure Division. The guide provides step-by-step instructions for vendors and clients to navigate the online bidding system, including creating accounts, managing user contacts, viewing available solicitations, and submitting bids and responses to state procurement opportunities. The document covers essential functions such as accessing public solicitations filtered by type (public, closed, or upcoming), registering as a respondent, previewing solicitation documents and attachments, and submitting questions to procurement contacts prior to specified question due dates. Users can upload response documents through the platform using file browse or drag-and-drop functionality and access their submissions through the Files & Attachments section.
The guide does not contain pricing terms, set-aside information, incumbent details, funding sources, or contract award dates, as it is purely instructional material designed to facilitate user access and navigation of the procurement portal. Support for gateway users is provided through the TPWD Infrastructure Division's Contracting Branch via email at INFContracting@tpwd.texas.gov, the CobbleStone Wiki resource, and direct access to the gateway platform at https://tpwd.cobblestone.software/Gateway/.
