About this file

This document contains respondent submission instructions for the Texas Department of Criminal Justice (TDCJ) in connection with a pesticides procurement opportunity. The submission guidelines outline the required format, documentation, and procedural requirements for vendors responding to this state contract opportunity. The instructions specify how bidders must prepare and submit their proposals, including documentation standards, file formats, and the organization of submission materials. Respondents are directed to follow specific formatting requirements to ensure their submissions are complete and compliant with TDCJ evaluation criteria. The document establishes the administrative framework for the bid submission process and sets forth the expectations for proposal organization and content presentation to facilitate consistent evaluation of all responses received.

The submission instructions address administrative procedures and compliance requirements rather than specific pricing terms, set-asides, or funding details. The document serves as a procedural guide to ensure that all respondents understand and follow uniform submission protocols established by TDCJ for this pesticides procurement. These instructions are essential for bidders to meet the state's administrative and technical requirements for proposal acceptance and evaluation, though the specific contract values, funding sources, incumbent information, and award timelines would be detailed in the primary solicitation document rather than in these submission instruction guidelines.

Submission Instructions and Information

1. Submissions must be submitted electronically via the Euna Procurement (Bonfire) portal.

Respondents must register at https://tdcj.bonfirehub.com to access the portal, which supports Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled.

Submissions must be uploaded, submitted, and finalized before the posted due date. Uploading large files may take time, depending on the size and internet speed, so it is strongly recommended that vendors allow at least one business day to complete the process.

2. Any requests or questions for additional information pertaining to the solicitation specifications shall be submitted through the electronic bid system. Requests or questions must be submitted by dates indicated on the solicitation.

3. All amendments will be issued via Public Notice on the electronic bid system. It is the respondent's responsibility to obtain any amendment that pertains to a solicitation. Please check regularly for any posted amendments.

4. If a respondent requests to withdraw a response, the respondent may resubmit, or submit a new response, up until the advertised due date and time. All responses in the possession of the TDCJ at the due date and time shall be deemed final, conclusive, and irrevocable, and no proposal shall be subject to amendment or correction after the due date and time for submission.

Submission

It is recommended that once you have completed your final submission and received a notice status of “Submission Complete” from Euna Procurement, you access your account again and review the documents to verify that the correct content has been provided. Once the close date has passed, you will not have an opportunity to change any of the submitted documents.

All responses must be SUCCESSFULLY submitted before the due date and time regardless of your organization's ability to submit responses online. It is the respondent's sole responsibility to ensure that response documents successfully arrive before the due date and time.
