About this file
This is a solicitation announcement for a virtual payment solution for clinical research participants, issued by the Texas state procurement system. The procurement seeks a vendor to provide payment processing services, digital wallet functionality, and related administrative support for research participants across clinical trial programs. The solicitation specifies requirements for real-time payment processing, multi-currency support, compliance with healthcare regulations, and integration capabilities with existing clinical research management systems. Bidders are required to submit proposals by the stated deadline, with evaluation based on technical capability, pricing, security features, and experience in healthcare payment solutions. The contract term includes an initial period with options for renewal, allowing the state to extend the engagement based on performance and continued need for the virtual payment platform.
The procurement emphasizes security and regulatory compliance, requiring vendors to demonstrate HIPAA compliance, PCI-DSS certification, and experience managing sensitive participant financial data. Pricing should be structured as a per-transaction fee or monthly service fee model with transparent cost breakdowns. The solicitation may include set-asides for disadvantaged or minority-owned businesses as applicable under Texas procurement regulations. Funding will be allocated from the clinical research budget, with the exact amount contingent on transaction volume and service utilization. Vendors should provide detailed cost proposals including implementation fees, monthly service charges, transaction fees, and any additional support costs associated with participant education and account management.
