Summary

This specification document outlines the requirements for the completion of one Cessna 208 Caravan EX law enforcement aircraft for the Texas Department of Public Safety (TXDPS). The vendor must be a Federal Aviation Administration (FAA) repair station and is responsible for obtaining Special Airworthiness Certification, ensuring all equipment is FAA-approved, and delivering the aircraft certified for day and night visual flight rules operations. The contractor must have completed or performed project management on at least six law enforcement-equipped aircraft within the past three years, with preference for similarly equipped fixed-wing aircraft. All work, including painting, must be performed at the contractor's facility unless prior approval is obtained from TXDPS. A pre-design review (PDR) meeting must be conducted within 30 days of purchase order issuance to confirm all specifications, equipment configurations, and layout details. The preferred delivery schedule is 100 working days from contract award, with contractor responsibility for all aircraft-related costs and liability while in possession, except for damages caused by mishaps or accidents involving TXDPS pilots unrelated to contractor work.

The aircraft completion specifications require integration of comprehensive airborne law enforcement equipment including a Wescam Model MX15HDi thermal imager, Shotover Navigation ARS Oscar mission mapping system, dual 17-inch primary and secondary video monitors, Technisonic Industries multi-band transceiver unit, Garmin GTR205 communication radio, and digital recording systems capable of HD video capture. Additionally, the contractor must furnish and install eight Bose A30 aviation headsets, eight Team Wendy helmets with integrated audio, six Aeronox E3 aviation night vision goggles, two auxiliary power units, one aircraft electric tug, two portable power packs, and various supporting equipment. All installed equipment must be new; no used, refurbished, or overhauled items are acceptable. The contractor must provide comprehensive documentation upon delivery, including all drawings, wiring diagrams, schematics, weight and balance calculations, and FAA forms. TXDPS retains sole authority to determine compliance with specifications and will conduct inspections and flight tests at the contractor's facility prior to final acceptance.

1. Vendor Requirements and Standards.

A. The vendor or its sub-contractor aviation maintenance/completion facility shall be designated a Federal Aviation Administration (FAA) repair station under Title 14 of the Code of Federal Regulations (14 CFR). The vendor will submit a certificate number with a response.

B. Contractor shall be responsible for obtaining a Special Airworthiness Certification (SAC) as required by the FAA. Furthermore, all installed equipment and accessories must be approved by the FAA and have no negative impact on the SAC.

C. The contractor shall ensure that all work, installations, and necessary documentation comply with FAA standards, thereby maintaining the special or standard airworthiness certificate.

D. The contractor shall ensure that the aircraft is FAA-certified for day and night visual flight rules for operations during non-icing conditions prior to acceptance of the completed aircraft by TXDPS.

E. All equipment furnished and/or installed by the Contractor shall be new. TXDPS will not accept equipment that is used, refurbished, and/or overhauled to any degree.

F. The vendor shall have completed, or performed project management, on at least six (6) law enforcement-equipped aircraft in the last three years. It is preferred that at least one is a similarly equipped law enforcement fixed wing aircraft. The vendor will submit a list of completed projects with their response. If requested by TXDPS, the bidder shall provide references and contact information.

G. The contractor shall coordinate the transfer of the "green" aircraft from a third-party vendor facility to the facility where the Contractor shall perform the completion work. If TXDPS pilots are unavailable, the contractor shall perform all check flights prior to the final inspection and acceptance of the completed aircraft by TXDPS. Contractor employees shall pilot any flights performed by the Contractor if TXDPS pilots are unavailable.

H. The contractor shall perform all completion work, including painting, at the Contractor's facility unless prior approval is received by TXDPS.

I. The contractor shall bear all financial responsibility for the aircraft while it is in the Contractor's possession. The contractor shall not bear financial responsibility for any damages caused by a mishap or accident while a TXDPS employee is acting as a pilot in command during flight tests to the extent that the mishap or accident is not related in any manner to the work performed by the Contractor.

R. Contractor shall wire the intercom system for direct battery switch activation.

Contractor shall wire single-plug headset plugs and Bose 6-pin plugs to the overhead of the pilot seat, copilot seat, and each individual cabin seat.

S. Contractor shall ensure that the removal and/or rearrangement of a single piece or combination of pieces of modularly installed equipment will not shift the aircraft's center of gravity outside of the certified limits. Furthermore, Contractor shall ensure that subsequent flight is not denied because of a shift in the aircraft's center of gravity outside of the certified limits due to any random mix of crew, passenger, and/or modularly installed equipment. Aircraft certification must include all possible combinations of equipment.

T. Contractor may not subcontract any of the work and/or obligations due under the contract without prior written approval from TXDPS. Subcontracts, if any, entered by the Contractor shall be in writing and be subject to the requirements of the contract. If a subcontractor is utilized, TXDPS will have the final decision on any changes to the completion process and may document communication directly with any subcontractor utilized for the completion.

U. Contractor shall coordinate a pre-design review (PDR) meeting with TXDPS to confirm each part and line item in the specifications to include approved police mission equipment list, police equipment configuration diagrams, computer assisted drawings of cockpit panel, TFO station, and all audio panels. Any proposed changes in equipment, location or deployment in vendor’s response shall be discussed in PDR prior to finalization.
