About this file
This Request for Proposal (RFP) issued by the Texas Parks and Wildlife Department (TPWD) seeks to establish blanket contracts for statewide trail design, development, and maintenance services across Texas on an as-needed basis. The solicitation invites contractors to serve one or more of six geographic state park regions, with TPWD intending to award multiple contracts to ensure availability within designated locations and terrain types. Services may include trail design, mapping, GPS/GIS surveying, trail flagging and layout, corridor cutting, tread construction, and installation of infrastructure elements such as culverts, boardwalks, bridges, stone steps, retaining walls, paving, and drainage structures. The RFP issue date is August 24, 2026, with questions due by August 31, 2026 at 2:00 PM Central Time, answers posted by September 4, 2026, and proposals due by September 11, 2026 at 2:00 PM Central Time. TPWD expects to award contracts by October 1, 2026. The initial contract term is one year from award, with renewal options for up to two additional two-year periods upon mutual written agreement. Respondents are encouraged to visit proposed work sites, with travel expenses at the contractor's own cost. The solicitation references Exhibit B(a) as a sample scope of work for Martin Creek Lake State Park.
Respondents must submit proposals including a completed fee schedule for the initial Martin Creek Lake State Park project, company profile, key personnel information, equipment list, past projects with references, and a technical proposal. Minimum qualifications require five years of experience in trail services similar in type and quantity to those specified, with preferred qualifications including experience constructing accessible trails meeting US Access Board standards and membership in good standing with the Professional Trail Builders Association. Proposals are evaluated on a weighted system: fee schedule (30 points), qualifications and experience (45 points), technical proposal (40 points), and PTBA membership (10 points). Insurance requirements include workers' compensation at statutory limits, commercial general liability of $2 million aggregate per project, and automobile liability of $1 million combined single limit, with the State of Texas listed as additional insured. No guarantee of project volume or funding commitment is provided under these blanket contracts; future projects will be awarded individually based on best value determination by TPWD. The RFP does not require submission of a VetHUB Subcontracting Plan at award time, but contractors must submit plans for individual projects valued at $100,000 or greater if subcontracting opportunities are identified. Email submission of proposals is preferred, though hard copies are accepted.

SECTION I – GENERAL INFORMATION AND STATEMENT OF WORK
1. INTRODUCTION
Texas Parks and Wildlife Department (TPWD) is seeking a Contractor(s) to establish a blanket contract(s) to provide trail design, development, and maintenance services throughout the state on an ‘as needed’ basis. Future projects will vary by size and complexity to include the design and development of trails within new and proposed Texas State Parks. TPWD intends to award multiple Contracts to ensure availability within the designated location and terrain. Respondents may submit a response for any or all regions within the State of Texas, See Attachment 1 – Map of TPWD State Park Regions.
2. BACKGROUND
Trails are the number one amenity provided to the public by the Texas Parks and Wildlife Department (TPWD) and the primary reason people visit state parks. Because of their central role in outdoor recreation, a wide range of trail services is required to ensure these resources remain safe, accessible, and sustainable. These services include the maintenance, rehabilitation, and improvement to existing trails and access points; and the development of new trails that expand recreational opportunities. Investing in comprehensive trail services not only protects the quality and longevity of existing trail systems but also ensures that visitors across the state continue to have reliable access to the diverse landscapes and experiences offered throughout Texas state parks.
The Texas State Park Centennial Fund was established in January 2024 to support the acquisition and development of new state parks, including trails. As new properties are acquired, emphasis will be placed on providing initial public access through the use of trails
3. SOLICITATION METHOD AND INTENT
3.1. The Request for Proposal (RFP) solicitation method allows qualified contractors to submit a written proposal addressing pricing, qualifications, experience, location, availability, approach and other factors that will be employed to ensure successful accomplishment of the requirements set forth herein. TPWD will review, compare and evaluate responses based on the criteria and weights identified in this RFP.
3.2. It is TPWD’s intent to identify qualified vendors and award multiple contracts for trail design, development, and maintenance services throughout the state on an ‘as needed’ basis. It is TPWD’s sole discretion to determine best value. After award, TPWD will identify individual projects as they become available by issuing a Scope of Work detailing the work to be performed for each project. TPWD will select a contractor that is determined to provide the best value to the agency for each project. TPWD will identify individual projects as they become available and proceed with award in accordance with Section 9, Contractor Selection for Individual Projects.
3.3. Future project areas are to include TPWD sites in six (6) geographic State Parks Regions as described in Attachment 1 - Map of TPWD State Parks Regions. Reference Attachment 2 – Project Process and Guidelines and Attachment 3 – State Park Rules for additional information. TPWD’s intent is to award at least one (1) Contractor having capability and capacity to provide service(s) within each State Park Region.
Contractors may be awarded contracts for multiple Regions and TPWD reserves the right to award multiple Contractors per Region if determined to be in the best interest of the State. Respondents may submit their proposals to be considered for one or more of the State Parks Regions.
3.4. In addition to the six (6) geographic State Parks Regions shown in Attachment 1 – Map of TPWD State Parks Regions, the resulting contract(s), if any, may be utilized by any TPWD Division, Region, Program, or Facility within the agency.

4.2. Renewal Option: Contract may be renewed for up to two (2) additional two (2) year periods, provided both parties agree in writing prior to contract expiration date. Any extensions shall be in accordance with the original terms and conditions plus any approved changes. If renewal options are exercised, TPWD will provide a new timeline and delivery schedule to the Vendor.
4.3. Contract Extensions: In the event that the contract(s), if any, resulting from the award of this RFP shall terminate or be likely to terminate prior to the making of an award for a new contract for the identified products and/or services, TPWD may, with the written consent of the awarded supplier(s), extend the contract for a period of time as may be necessary to permit TPWD continued supply of the identified products and/or services (not to exceed twelve month extension period). Any extensions shall be under the same terms and conditions, plus any approved changes.
4.4. Termination: The contract shall terminate upon full performance of all requirements contained in the contract, unless otherwise extended or renewed, as provided in accordance with the contract terms and conditions.
4.5. Amendments: The contract may be amended in writing by mutual consent of the parties.

17. VETHUB SUBCONTRACTING PLAN
17.1. VETERAN HEROES UNITED IN BUSINESSES’ (VetHUB) REQUIREMENTS: TPWD has determined that subcontracting opportunities may be probable regarding contracts for individual projects (Purchase Orders) awarded as a result of this RFP. However, specific project details and potential subcontracting opportunities for each project cannot be identified at time of award of Blanket Contracts as a result of this RFP. Therefore, Respondents are NOT required to submit a State of Texas Subcontracting Plan at time of RFP submittal.
17.2. If it is anticipated that a single project’s contract value will be $100,000.00 or greater, and TPWD determines probable subcontracting opportunities exist, the awarded Contractor shall be required to develop and submit a State of Texas Subcontracting Plan (Subcontracting Plan) with their bid for the project. The Subcontracting Plan must meet Good Faith Effort Requirements, as identified by Texas Administrative Code and as indicated on the Subcontracting Plan. The awarded Contractor shall comply with the Subcontracting Plan after it is approved by TPWD VetHUB Administration during the entire performance period of the Purchase Order. For further information regarding TWPD VetHUB requirements, please visit https://tpwd.texas.gov/business/bidops/hub/.
17.3. The awarded Contractor shall administer and implement this approved Subcontracting Plan throughout the Project. No changes shall be made to the Subcontracting Plan or declared subcontractors without receiving prior written approval from TPWD VetHUB Administration in the form of an approved Subcontracting Plan Change Request. Upon award of the individual project(s), TPWD VetHUB Administration shall send written requirements by email and shall provide the awarded contractor with the Subcontracting Plan Change Request Form and Subcontracting Plan Change Request instruction document.
17.4. Contractors will be required to submit a Progress Assessment Report (PAR) to TPWD VetHUB Administration no later than the 5th day of the month covering the prior month’s activity. Upon award of an individual project Purchase Order, TPWD VetHUB Administration shall advise the awarded Contractor by email of their PAR requirements and the date the first PAR is due to TPWD. The PAR is also available at:
https://comptroller.texas.gov/purchasing/vendor/hub/forms.php.
17.5. TPWD VetHUB Administration shall monitor the Contractor's compliance with the Subcontracting Plan and track subcontractor payments for reporting purposes. Non-compliance with, or failure to seek approval prior to changes to the originally submitted Subcontracting Plan, will result in a negative vendor performance report.

17.1. All questions relating to Subcontracting Plan requirements or Progress Assessment Reporting for this solicitation shall be addressed directly to HUB@tpwd.texas.gov. VetHUB Administration will not answer questions about anything in this RFP other than the Subcontracting Plan requirements.
18. CONTRACT ADMINISTRATION
TPWD will maintain on-going review and status of Contractor’s progress toward completion of services and will certify whether Contractor’s billings are reasonably comparable with the work completed. Payment(s) will not be made until all work has been reviewed and accepted by TPWD.
Administration of the contract is a joint responsibility of TPWD State Parks and the TPWD Purchasing & Contracting Branch. TPWD purchasing staff will be responsible for administering the contractual business relationship with the Contractor. Upon issuance of contract, TPWD will designate an individual who will serve as the contract manager and point-of-contact between the agency and the Contractor. The contract manager does not have any express or implied authority to vary the terms of the contract, amend the contract in any way or waive strict performance of the terms or conditions of the contract.
