About this file

This is a specifications attachment for a solicitation issued by the Texas Commission of Environmental Quality (TCEQ) for the retrofitting of one 2019 Ford Transit 250 Medium Roof van to convert its power system from an on-board generator to an on-board battery system. The project involves removing the existing gasoline generator and installing a new lithium iron phosphate (LFP) battery system that meets or exceeds a Victron 5000 Watt, 600 Amp-hour specification, along with a secondary alternator to charge the battery when the van engine is running. The vendor must complete all work by August 31, 2027, and must be located within 100 miles of 12100 Park 35 Circle, Austin, Texas 78753 to facilitate progress visits. The specifications detail comprehensive requirements for exterior modifications, generator removal, battery system installation with specific components, load testing at 50%, 75%, and 90% capacity in ambient temperatures of 90 degrees Fahrenheit or higher for minimum four-hour periods, and vehicle weight monitoring to ensure the total outfit weight does not exceed 9,070 pounds.

The vendor is responsible for purchasing and installing all required equipment and must provide a two-year warranty covering battery system issues, electrical issues, and water intrusion. The vendor shall supply electrical schematics and provide one-time training on electrical and battery systems to TCEQ technical staff upon delivery. All equipment must be new, of current production, and include manufacturer's standard parts and accessories, with all warranties assigned to TCEQ. The specifications require submission of detailed construction plans and materials specifications for TCEQ technical staff review prior to bid award. TCEQ reserves the right to inspect goods and materials during construction and may request digital photographs. Payment will be made within thirty days after the vehicle passes testing and is accepted by TCEQ, with the vendor responsible for shipping costs if materials fail testing and require replacement.
