About this file

This is a specification document from the Texas Department of Transportation (TxDOT) for the procurement of Scanning Electron Microscope (SEM) detector systems. TxDOT seeks to furnish, deliver, install, calibrate, and train personnel on two detector systems compatible with an existing Hitachi SU3500 SEM: one Energy Dispersive Spectroscopy (EDS) detector system with Silicon Drift Detector technology for elemental analysis and mapping, and one Electron Backscatter Diffraction (EBSD) detector system with CMOS-based imaging for crystallographic orientation mapping and phase identification. All equipment must be new, latest-model production units with high-quality materials and workmanship. The procurement includes all required hardware, software, accessories, integration services, installation, calibration, on-site training of at least four hours for TxDOT personnel, and a one-year preventive maintenance and technical support service plan with up to three optional one-year renewal periods exercisable by TxDOT. Delivery is required to the Materials and Tests Division facility in Austin, Texas, attention Zara Farooq. The vendor must coordinate service dates with TxDOT, with an anticipated eight-week lead time for scheduling onsite visits, and annual preventive maintenance must be scheduled within each contract year.

The specification requires vendors to provide factory-trained technicians, all necessary cables, fittings, and accessories, operator and service manuals, and calibration certificates at installation. All replacement parts used during preventive maintenance must be new OEM components; if unavailable, vendors must obtain written TxDOT approval for non-OEM or rebuilt parts that meet or exceed original standards with a minimum 90-day warranty. Materials must include a 12-month warranty covering 100 percent parts and labor, commencing upon TxDOT acceptance. The specification lists example models including Oxford Instruments Ultim Max 40 and Ametek EDAX Octane Elite Plus for EDS systems, and Oxford Instruments Symmetry S3 and Ametek EDAX Velocity for EBSD systems, though equivalent equipment meeting or exceeding specifications will be considered. Installation, calibration, training, and freight must be included in the unit price. Vendor performance will be monitored regularly, with unsatisfactory performance potentially resulting in negative vendor reports or contract cancellation.
