Brand Ambassadors Program - Request for Quote Summary
This Request for Quote (RFQ) document pertains to the Brand Ambassadors Program for the State of Texas. The program seeks qualified vendors to provide brand ambassador services, which typically include promoting state initiatives, engaging with the public, and representing the state at various events and locations. The RFQ outlines specific service delivery requirements, performance metrics, and operational expectations for selected vendors. Interested bidders must submit their quotes by the specified deadline, with evaluation occurring thereafter for vendor selection and contract award. The contract term and any renewal options are contingent upon vendor performance and state budget availability.
The pricing structure requires vendors to submit competitive quotes based on the scope of services defined in the RFQ, including any personnel costs, operational expenses, and deliverables associated with brand ambassador activities. The state may have established specific set-asides or preferences for small businesses, minority-owned enterprises, or other designated vendor categories as applicable under Texas procurement regulations. Incumbent vendors, if any, may have considerations in the re-bidding process. Funding for this program derives from state appropriations, and vendors should be prepared to meet all compliance and reporting requirements as outlined in the procurement documents and resulting contract agreement.

Brand Ambassadors Program
I. Introduction:
Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to act as an arm of the State of Texas to carry out the governmental functions of workforce development. WSB is certified by the Texas Workforce Commission as the local workforce development board for the six counties of far West Texas—Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio—encompassed within the Workforce region. WSB's functions include overseeing integrated workforce training, education, and related services and programs for the area.
WSB provides a wide range of assistance to job seekers, including youth, underemployed, unemployed, and displaced workers, in the six-county region along the U.S.-Mexico border from El Paso to the east of Presidio County. Services include, but are not limited to, job search activities, career counseling, training assistance, job preparation activities, placement assistance, and access to technology resources. WSB also assists qualifying families who require childcare to work, attend school, or receive training by providing childcare subsidies. In addition, WSB assists employers with services including assessment, pre-screening, recruitment screening, and testing.
II. Project Overview:
Workforce Solutions Borderplex (WSB) is committed to evolving from a systems-based service model to a solutions-focused experience. Central to this evolution is ensuring that every customer interaction is clear, human, guided, and consistent across all locations and programs.
To support this commitment, WSB is establishing the Brand Ambassadors Program: a network of embedded Solutions Guides who reinforce WSB's communication standards, support staff in delivering consistent customer experiences, and bridge the gap between the services WSB offers and the solutions customers experience.
WSB is seeking quotes from qualified agencies and/or individuals to fill the Solutions Guide contractor role(s) beginning September 21, 2026, or the date of execution of the contract by all parties.
III. Anticipated Contract Structure:
WSB anticipates entering into an independent contractor or agency agreement for the Solutions Guide contractor role(s). The engagement is expected to be part-time, with hours and schedule to be negotiated based on WSB's operational needs and the selected contractor's proposed approach.

The initial contract period is anticipated to begin on or about September 14, 2026, and continue through September 30, 2027, with two one-year renewal options beginning at the start of WSB's next fiscal year on October 1, 2027, subject to funding availability, performance, and continued need.
Travel between WSB service locations locally and in the Rural Area will be required. The selected contractor(s) must be able to travel throughout the assigned WSB locations as needed.
The contractor(s) will report to the WSB Communications Department, with oversight from the Chief Executive Officer as needed.
This is not an employment arrangement. The selected contractor(s) will serve in a professional advisory and ambassadorship capacity embedded within WSB operations. Solutions Guides are not supervisors, compliance officers, or staff evaluators.
IV. Scope of Work:
The Solutions Guide contractor(s) will be responsible for supporting WSB staff and locations across four core areas:
Clarity in Communication
• Support staff in sharing information in a way that is simple, accessible, and focused on the customer's next step
• Identify and flag instances where messaging is unclear, overly complex, or inconsistent
• Assist in refining language guides, messaging templates, and customer-facing materials
Human-Centered Interactions
• Model and reinforce interactions that feel personal, respectful, and supportive
• Coach staff through real-world scenarios to strengthen their confidence in customer communication
• Promote a culture where every customer feels guided rather than processed
Guided Customer Experiences
• Encourage step-by-step guidance in customer interactions rather than information overload
• Observe and provide peer-level feedback on the flow of customer interactions
• Support the development and use of customer interaction scripts and tools
Consistency Across WSB Locations
• Travel between WSB service center locations to observe, support, and align experiences
• Identify variation in tone, messaging, or customer experience across sites and recommend improvements
• Reinforce shared WSB identity, values, and standards in day-to-day operations
Deliverables The contractor(s) will be expected to provide the following deliverables throughout the contract period:
• Regular site visit schedule covering all assigned WSB locations
• Monthly summary reports documenting observations, staff interactions, and recommended improvements
• Contributions to language guides, Do/Don't examples, and messaging templates as requested
