OPEN ENROLLMENT FOR EMPLOYMENT SERVICES
This is an Open Enrollment solicitation issued by the Texas Workforce Commission (TWC) for Employment Services contracts to serve Vocational Rehabilitation (VR) customers statewide across all Texas counties. The solicitation seeks qualified service providers to deliver five categories of employment services: Employment Assessments (including Vocational Evaluation, Situational Assessments, Environmental Work Assessment, and Career Planning Assessment); Work Readiness Services (Personal Social Adjustment Training, Work Adjustment Training, and Vocational Adjustment Training); Work Experience Services (Work Experience Placement and Training); Basic Employment Services (Job Placement and Job Skills Training); and Supported Employment Services. The Open Enrollment period commenced August 10, 2026, with applications due February 8, 2027, by 10:00 a.m. CST. Applications must be submitted exclusively through the TWC Procurement Portal. Contract awards will be made throughout the enrollment period as applications are received and approved, with multiple contracts potentially awarded within individual counties or groups of counties. The contract term will commence upon full execution and expire five years from the execution date, with TWC reserving the right to cancel for convenience if no expenditures occur within a twelve-month period.
Compensation is structured using detailed fee schedules varying by service type, ranging from hourly rates ($9.00 to $46.00 per hour for various training services) to flat fees for assessments and placements (ranging from $184 to $3,675 depending on the service and benchmark achieved). Applicants must comply with the Vocational Rehabilitation Standards for Providers (VR-SFP) Manual, maintain current insurance as specified in VR-SFP Chapter 3, and conduct background checks on all staff who interact with VR customers. Each applicant must designate a qualified Director and provide at least one staff member meeting qualifications for each service applied for, supported by Form VR3455 with documentation of credentials. Required application documents include execution of application, W-9 and direct deposit forms, child support certification, various VR certifications regarding standards compliance and conflict of interest, insurance certification, management and services information forms, and provider staff information forms with supporting documentation. Applicants must maintain awareness of potential conflicts of interest, particularly regarding school affiliations and high school customer services. TWC makes no guarantee of volume, usage, or compensation under awarded contracts and reserves the right to reject or cancel applications and contracts at its sole discretion.
