About this file
This document is a submission instructions and information letter issued by the Texas Department of Criminal Justice in September 2025 regarding the Photo and ID Card Solution procurement opportunity. The letter provides guidance to respondents on how to submit bids through the Euna Procurement (Bonfire) electronic portal at https://tdcj.bonfirehub.com. Respondents must register on the portal, which is compatible with Microsoft Edge, Google Chrome, and Mozilla Firefox with JavaScript and cookies enabled. All submissions must be uploaded, submitted, and finalized before the posted due date, with vendors advised to allow at least one business day for file uploads due to potential processing delays. Questions or requests for additional information regarding solicitation specifications must be submitted through the electronic bid system by dates specified in the solicitation, and all amendments will be issued via public notice on the same system, making it the respondent's responsibility to monitor for updates regularly.
The letter emphasizes critical submission requirements and deadlines. Respondents may withdraw and resubmit responses at any time until the advertised due date and time, after which all responses in the possession of TDCJ shall be deemed final, conclusive, and irrevocable with no amendments or corrections permitted. The letter strongly recommends that vendors verify submission completeness by accessing their accounts after receiving a "Submission Complete" status from Euna Procurement and reviewing uploaded documents before the close date, as no changes can be made after the deadline. Technical assistance for the Bonfire platform is available through support.bonfire@eunasolutions.com or the Euna Procurement Vendor Knowledgebase. Respondents are reminded that it is their sole responsibility to ensure all response documents successfully arrive before the due date and time, regardless of any organizational constraints.
