Design Criteria Document for Charles Austin Drive Garage Design-Build Project

This document is a design criteria exhibit (Exhibit A) prepared by Texas State University in San Marcos for a Request for Qualifications (RFQ) related to design-build services for the Charles Austin Drive Garage project. The design criteria establish the technical requirements and performance standards that qualified firms must meet when submitting proposals for the garage facility. The document outlines the functional and operational parameters that the proposed design must accommodate, including parking capacity, traffic flow patterns, structural requirements, safety features, and accessibility standards. Texas State University, as the contracting agency, has established these criteria to ensure that all design-build proposals address the university's specific needs and comply with applicable codes and standards for a campus parking structure.

The design criteria document specifies performance-based requirements rather than prescriptive design solutions, allowing qualified design-build teams flexibility in their technical approach while ensuring the final product meets the university's functional objectives. Key performance requirements address vehicle circulation, pedestrian safety, lighting, drainage, environmental considerations, and integration with the existing campus infrastructure. The document serves as the technical baseline against which all submitted design-build proposals will be evaluated, establishing uniform expectations for all bidders and enabling comparative analysis of proposed solutions. No specific pricing, contract duration, or award information is detailed within this design criteria exhibit, as it functions primarily as the technical specification framework for the solicitation process.

Project Location

The following maps indicate the location of the new Charles Austin Drive Garage – in relation to the San Marcos Texas State University campus, as well as the proposed site location within campus.

A. Texas State University Campus:

B. Project Location: Southeast corner of parking lot P-9; across from the University Events Center San Marcos, TX, as shown below:

C. Proposed Charles Austin Drive Garage Site Location:

The new Charles Austin Drive Garage should be sited in such a manner as to place the building’s front entry facing the location that best accommodates the vehicular traffic to the garage and does not impede pedestrian traffic and shuttle bus access. Access roads for parking and service behind the facility are to be determined during design.

Access to the Parking Garage should be directly from Charles Austin Drive and Post Road (access road to Aquarena Springs Drive) and should try and minimize the crossover between pedestrians and vehicles entering and exiting the garage. The quantity of any exterior parking spaces and percentage of ADA spaces to be provided will be determined by Code during design.

The diagram below illustrates one possible site arrangement which could be implemented:

Shuttle Bus Transit

The pedestrian plaza or green space west of the Parking Garage, along Aquarena Springs Drive will also accommodate covered bus stops for the campus transit system. The location and access to the bus stops will be coordinated by the Texas State Transportation Department.
