About this file

This is an Amendment No. 1 to a sealed bid solicitation issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for ice machines at the Terrell Unit facility. The amendment corrects specifications and manufacturer information from the original solicitation and provides responses to vendor questions. The bid number is 696-6-IW261567-IW261571-IW259084, with an opening date of August 14, 2026 at 3:00 PM. The solicitation requires an air-cooled Vogt HES-40S ice machine or an approved equivalent with a minimum daily ice production capacity of 4,000 pounds. The machine must produce cylinder tube ice only and include a high-ambient remote air condenser mounted on the roof or above the ice machine height on a stand, along with installation manuals. Vendor responsibilities are limited to factory start-up, inspection, and training services performed by a certified manufacturer technician; TDCJ facilities and maintenance staff will handle equipment removal, installation, plumbing modifications, and offloading. All bidders must acknowledge receipt of this amendment by returning a signed copy with their bid or via email to proceed.

The amendment clarifies that TDCJ has existing ice storage bins compatible with the Vogt HES-40S on site and that no removal of existing ice machines is required. The second manufacturer previously listed in the original solicitation has been removed, and the listed alternate (Hoshizaki KM-edge-400 or 450) is no longer considered a legitimate option due to insufficient capacity. The servicing dealer performing warranty work must hold a Texas HVACR Class A license, and vendors are required to include factory start-up, inspection, and training services in their proposals. TDCJ has confirmed that existing electrical service (208-230V, three phase, 60 Hz), water supply, and drainage are adequate at the installation location. No site visits or bidders' conferences are mentioned in the amendment.

Clarifications:

a. Vendor installation is not required. Only start-up, inspection, and training services performed by a certified manufacturer technician will be necessary.

b. The second manufacturer previously listed in this solicitation is hereby removed and will no longer be considered an acceptable product. Only an agency approved or equal to the Vogt HES-40S will be considered.

Questions:

1. I didn’t see if you want an air cooled or water-cooled machine, can you confirm?

-Air cooled

2. Do you want us to include a cooling tower/water pump?

-Water pump should be included.

3. Also, what do you mean by a security screw? Can you provide more details?

-Tamper-proof screws are a specialized type of fastener designed to provide enhanced security by deterring unauthorized access or tampering.

Common Types

Torx with a pin – requires a special Torx bit with a central pin

One-way (slot-one) screws – tighten with a flathead but resist backing out

Tri-wing screws – three-pointed recess for a matching tri-wing driver

Spanner (snake-eye) screws – two small holes requiring a spanner bit

Security socket head screws – hex-style heads with a central pin

4. Is there an existing unit that will need to be removed and/or disposed of?

-No

5. Does the delivery site have a liftgate or other equipment available to unload the unit?

-Staff/Inmate labor on site equipment

6. Could you please provide photos of the installation site where the unit will be installed? On which floor will the unit be installed?

-No photos available.

7. The specification requests a Vogt HES-40S (or equivalent) ice machine but does not reference an ice storage bin. Please confirm whether the existing ice storage bin will remain in place and only the ice-making machine is to be furnished and installed, or if bidders are expected to provide a new compatible storage bin as part of this solicitation.

-TDCJ has ice bins onsite for the VOGT HES-40S. Only new machine is required for this IFB.

8. Please confirm the minimum daily ice production capacity required for an approved equivalent.

-Minimum 4000 daily capacity.

9. The specification lists Vogt HES-40S but does not state whether the machine is to be water cooled or remote air cooled. Vogt builds the HES in both configurations under the same model number.

Please specify which is required.

-Air cooled.

10. If remote air cooled is required, is the remote condenser included in the vendor's scope? Please confirm the condenser model, the intended mounting location, and whether the high ambient condenser is required.

-The condenser should be a part of the ice machine package and hi ambient is currently specified for our units and should be included in the price. The condenser is to be mounted on the roof or above the ice machine height on a stand. There must be a manual provided for installation purposes.

11. If water cooled is required, is existing water available at the installation location, and is it a recirculating loop or single pass to drain?

-Air cooled.

12. The specification lists an example alternate of Hoshizaki KM-edge-400 or 450. This is a 115v machine that produces approximately one eight of the ice per day as compared to the Vogt. Please clarify if whether the listed alternate is intended to be capacity equivalent to the HES-40S.

-This is not a legitimate alternate and should be removed by this amendment.

13. Please confirm the machine is to be furnished set for cylinder (tube) ice rather than crushed ice.

-Cylinder tube ice is the only acceptable ice.

14. The Vogt HES-40S is a modular head that mounts on top of an ice storage bin. Is an ice storage bin included in the vendor's scope of supply? If an existing bin is to be reused, please provide the make, model, and dimensions so bidders can confirm compatibility and chute alignment.

-TDCJ ice bins are onsite for the VOGT-HES-40S.

Dimensions are: 41” W x 27.5” D

15. Page 3 states unit price shall include expenses related to demolition and removal of equipment currently in place "if required." Please confirm whether an existing ice machine is to be removed. If so, could you provide the make and model?

-Facilities/maintenance staff remove and install equipment. No demolition or removal of existing machines.

16. Please confirm that 208-230V, three phase, 60 Hz service of adequate capacity is existing at the installation location.

-TDCJ is equipped for the voltage for the VOGT HES-40S.

17. Please confirm that make-up water supply and open drains are existing and adequate at the installation location, and identify whether any plumbing modification is within the vendor's scope.

-This is unit specific, facilities/maintenance staff install, is not within the vendors scope.

18. Can you tell us whether a forklift is available on site or whether the vendor is to furnish all rigging equipment.

-Unit staff or inmate workers offload equipment, vendor not responsible.

19. Page 5 requests the name and address of the servicing dealer nearest the F.O.B. point who will perform warranty work. May the bidder list itself as the servicing dealer, and does TDCJ require the servicing dealer to be within a specified distance of the facility?

-Texas HVACR class A licensed is the only stipulation. Vendors required to do factory start-up, inspection and training and should be included.
