About this file
This is Amendment No. 1 to Bid No. IW258353, issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department, providing clarifications and answers to bidder questions regarding equipment procurement for TDCJ facilities. The solicitation concerns the supply and delivery of HVAC equipment, specifically wall-mounted air conditioning units with accessories, for installation at the Jester III Unit Maintenance facility. The bid opening is scheduled for August 21, 2026, at 3:00 PM. Bidders must acknowledge receipt of this amendment to have their bids considered for evaluation.
The amendment addresses ten substantive questions regarding equipment specifications and project scope. Key clarifications include confirmation that the specified Bard model W42AF-C00XXXXXJ unit requires a 2-inch disposable filter, standard beige cabinet, and coated indoor evaporator and outdoor condenser coils with standard controls; dimensions of 42 inches width, 26 inches depth, and 93 inches height; and that any 30x10 steel supply grille is acceptable. The scope is strictly limited to equipment supply and delivery only, with no installation, electrical work, ductwork modifications, refrigerant work, commissioning, or disposal included. The awarded vendor is responsible for offloading equipment without assistance. Alternate equipment manufacturers may be considered if they meet cooling capacity and electrical service requirements and are compatible with the existing wall sleeve design, though split-system units are not acceptable. Accessories including grilles, sleeves, thermostats, and electric heater packages are intended for the new units being purchased.

Answer
1 Please confirm the required sleeve wall depth. Should the sleeves be adjustable, field-trimmable, or supplied for a particular wall thickness?
Either option will of adjustable or field trimmable would be ok.
2 The specified Hart & Cooley model 672 appears to be identified in the manufacturer’s literature as a return grille. Please confirm the required grille model and construction for the 30 × 10 supply opening.
Any 30x10 supply grill would suffice.
It needs to be steel.
3 Please identify the required selections represented by the “XXXXX” characters in Bard model W42AF-C00XXXXXJ, including ventilation option, filter type, cabinet color, and controls.
2” disposable filter, Standard Baige, Standard cabinet, Coated indoor evap and outdoor condenser coils, Standard controls.
4 Please provide unit dimensions, supply/return connection dimensions & pictures of where units are to be installed for clearance confirmation.
42 inch Width, 26 inch depth, 93 inch height.
5 The equipment schedule identifies TDCJ Jester III Unit Maintenance, while the solicitation posting is titled “TDCJ– Vance Unit," please confirm delivery address.
Jester III is where the maintenance department is located for both locations. Delivery will be to Jester III Maintenance.
6 Please confirm whether the 9 kW electric-heater package must be factory installed or may be field supplied – the Bard model number provided does not include heat but the MarvAir does.
If model does not include factory installation it may be field supplied.
7 Would a split-system product be considered an acceptable alternate if it meets the required cooling capacity and electrical service, even though it has separate indoor and outdoor components and does not use Bard-style wall sleeves?
No this will not be acceptable.

8 If an approved alternate unit has different supply or return opening dimensions, may the bidder provide manufacturer-compatible grilles and sleeves sized for the proposed alternate instead of accessories sized specifically for the Bard unit?
This would be acceptable if we can confirm that proposed alternate would be compatible.
9 If a manufacturer or unit is approved as an alternate, will the associated accessories requested for purchase in the solicitation match the unit manufacturer as opposed to the listed BARD part assuming the accessories are for the new units?
If alternate is approved accessories could match approved alternate and would not need to be BARD part.
10 Are the listed accessories, supply/return grilles, thermostats, supply/return sleeves, & electric heater package, intended for the new units being purchased or for separate existing units?
For the new units being purchased.
11 If only equipment delivery is in the project scope, NOT installation, will offloading be required and will possible offloading equipment be provided or will it need to be provided by the respondent?
No installation is included. Awarded vendor will be responsible for offloading equipment without assistance.
11 Please confirm that this solicitation is for equipment supply and delivery only and does not require the vendor to provide installation, removal, demolition, electrical work, ductwork, wall modifications, refrigerant work, startup, commissioning, testing, permits or disposal.
None of that is required, this is for equipment only.
