About this file
This is an Execution of Bid form (Form 1) for Invitation for Bid (IFB) No. 3202600224 issued by the Texas Workforce Commission (TWC) for Fencing and Fence Installation Services. The form requires bidders to complete comprehensive bidder information including legal name, mailing and billing addresses, contact details, Employer Identification Number (EIN), and Texas Identification Number (TIN). Bidders must designate points of contact for both the bid submission and contract administration phases. By signing the form, bidders acknowledge receipt of all TWC Terms and Conditions, agree to provide the items and services as described in the IFB, and commit to abiding by all specified terms and conditions. The document establishes that bidders must notify TWC of any substantial changes in financial condition within ten days of occurrence, notify of ownership or control changes at least thirty days prior to the change, and provide thirty days' notice of any pending litigation, investigations, or adverse actions that could materially impact contract performance.
The form includes multiple preference categories for bidders to claim, including preferences for goods and services offered by Texas bidders, service-disabled veteran-owned businesses, Texas-grown agricultural products, native Texas vegetation, USA-produced supplies and materials, energy-efficient products, recycled or environmentally sensitive materials, and products from economically depressed or blighted areas. All companies and individuals are required to obtain an EIN prior to contract award to minimize identity theft risk. The document emphasizes that bidders must maintain current identification numbers with the Texas Comptroller of Public Accounts for payment processing purposes and provides resources for obtaining necessary federal and state identification documentation.
