About this file
This is Addendum No. 1 to Solicitation No. 802-27-77098 issued by the Texas Parks and Wildlife Department (TPWD) for Helicopter Mule Deer Surveys. The addendum provides clarifications to the original solicitation and modifies key specifications. The scope of work requires contractors to conduct 160 flight hours of mule deer aerial surveys, with 80 hours designated for the Panhandle region and 80 hours for the Trans-Pecos region, using a Robinson R-66 helicopter. The original estimate of 170 flight hours has been reduced to 160 hours. Contractors and the TPWD Project Manager must coordinate all planned work activities. The addendum removes previous exhibit price sheets for bighorn/aoudad captures and deer, elk, and pronghorn captures, replacing them with a single line item for the 160-hour mule deer survey contract.
The addendum significantly modifies insurance requirements, reducing Aircraft General Liability coverage from $10,000,000 to $1,000,000 per occurrence and reducing Aircraft Passenger Liability from $10,000,000 with no sublimit to $100,000 per person/$400,000 per occurrence. The document removes three contractor requirement sections (8.11, 8.12, and 8.13) that previously specified aircraft types, equipment provisions, and fuel responsibilities, consolidating contract obligations. Respondents must complete and return the addendum acknowledgment with their bid submissions; failure to do so results in disqualification. The State reserves the right to award on the basis of low line item bid, low total bid, or any combination deemed to provide best value, and may reject any bid items at its sole discretion.
