About this file

This appendix document provides guidance to vendors and bidders on the Veteran Heroes United in Business (VetHUB) Search Assistance program administered by the State of Texas through its Statewide Procurement Division (SPD) and Texas Department of Information Resources. The document explains the National Institute of Governmental Purchasing (NIGP) Commodity/Services Code system, which classifies state procurements to match potential vendors with Texas's purchasing needs. The NIGP coding structure organizes commodities and products under Class Codes 001 to 899 and services under codes 900 to 999, with examples provided for both categories. Respondents are directed to use the NIGP classitem numbering and descriptions available in the commodity book to properly code their products or services for procurement purposes.

The document encourages bidders to familiarize themselves with the NIGP format and contents as they apply to the Centralized Master Bidders List (CMBL) search and vendor sourcing. The CMBL functions as a master database used by Texas purchasing entities to develop mailing lists for vendors, enabling state agencies to identify and contact qualified suppliers based on the specific products or services they are capable of providing. Vendors can access the NIGP commodity codes through the Texas CPA website at mycpa.cpa.state.tx.us/commbook/indexSearch and utilize the CMBL search tool at mycpa.cpa.state.tx.us/tpasscmblsearch to register and identify relevant procurement opportunities.

The NIGP Commodity/Services Code, developed by the National Institute of Governmental Purchasing, is used by the state of Texas to classify procurements, and match potential vendors with the state’s needs.

The Statewide Procurement Division (SPD) and Texas Department of Information Resources also use the NIGP code to help purchasers source commodities and services through statewide contracts. The NIGP is organized as follows: Class Codes 001 to 899 are commodities/products and 900 to 999 are services.

Examples:

Commodity Codes:

025‐43: Compressor: High Pressure, All Sizes and Models.

204‐53: Microcomputers, Desktop or Tower based.

Service Codes:

918‐21: Business Consulting 968‐66: Right of Way Services, Including Title, Relocation, Condemnation, etc.
