About this file
This document is an Order of Return Instructions and exhibits guide issued by the Texas Veterans Commission (TVC) for an RFP solicitation (RFP 403-2026-1801-004). The file establishes the required organization and submission format for proposal responses, specifying that respondents must submit eight distinct sections including a proposal cover sheet, complete responses to all Section III requirements, service and technical requirements addressing Section II specifications, past performance documentation with three to five similar projects completed within the past five years, pricing and availability information, sample menus if applicable, a signed execution of proposal form with all required certifications, and acknowledgment of any issued addenda. All responses must be received by TVC at bidresponses@tvc.texas.gov by 2:00 p.m. Central Time on the date specified in Section II, Subsection 1 of the solicitation, with late responses rejected automatically. The solicitation contemplates services that may include meeting space management, lodging coordination, audio/visual services, food and beverage services, registration services, conference planning, and event logistics management based on the scope of work requirements.
The pricing section requires respondents to provide line-item costs for lodging requirements, meeting space requirements, audio/visual requirements, and catering, with additional optional items evaluated based on fund availability at the time of award. Respondents must certify their eligibility through the Execution of Proposal form, confirming compliance with Texas antitrust laws, child support obligations, state tax requirements, and other statutory certifications. The document indicates that TVC reserves the right to verify all information provided, contact references, request clarifications and supporting documentation, and waive minor administrative irregularities. Any proposed variances from RFP specifications must be submitted as a separate document and conspicuously noted within the response to avoid disqualification.
