About this file

This is Addendum 1 to an Invitation for Bids (IFB) issued by the Texas Military Department for concrete pad construction at the Texas Challenge Academy in Eagle Lake, Texas, under solicitation number TMD-26-CHE-0044399. The addendum extends the bid submission deadline from 2:00 p.m. to 5:00 p.m. on Friday, June 26, 2026. The project involves construction of two concrete pads: Pad #1 measuring 24 feet by 26 feet with 6-inch thickness (636 square feet), and Pad #2 measuring 24 feet by 70 feet with 8-inch thickness (1,680 square feet). Both pads require 5,000 PSI concrete strength and #4 rebar reinforcement spaced at 14 inches on center. Work includes site preparation with removal of grass and soil up to six inches deep, gravel base installation, form construction, concrete placement, and finishing in compliance with federal, state, and local codes. A mandatory site visit was required on June 15 or 16, 2026, at 10:00 a.m., with failure to attend resulting in disqualification. The initial contract term is one year from the effective date of award with no renewal options.

The addendum also provides answers to eight vendor questions submitted during the solicitation process, clarifying working hours (8:00 a.m. to 5:00 p.m.), the location and scope of each concrete pad, the requirement to remove grass and soil but not restore grading after completion, and the provision of a sign-in sheet for site visits. Bidders must acknowledge receipt of this addendum prior to the bid submission deadline through submission of a completed copy, acknowledgment on each bid copy, or separate written communication. All pricing must be submitted on the Mandatory Pricing Schedule with firm fixed unit prices. Respondents must demonstrate five years of authorization to conduct business in Texas, provide evidence of fingerprint-based criminal history background investigations for all personnel, and maintain insurance coverage including $1,000,000 commercial general liability, $1,000,000 workers' compensation, $500,000 automobile liability, and $1,000,000 umbrella/excess liability from carriers rated "A" or better by A.M. Best. Three references for similar projects completed within the past five years are required. TMD awards based on lowest price meeting specifications under the best value standard with no minimum compensation guarantee.
