About this file
This is a Request for Information (RFI) issued by the Texas Parks and Wildlife Department regarding marina operations at Cooper State Park on Jim Chapman Lake. The RFI seeks information from potential vendors interested in operating the marina facility, which includes services related to watercraft rentals, fuel sales, boat launch operations, and general marina management. The RFI is designed to gather market information and understand vendor capabilities before issuing a formal Request for Proposals. No specific response deadline is provided in the RFI document itself, though interested parties are directed to submit inquiries and expressions of interest according to the timeline established by the agency. Site visits to the marina facility are encouraged to allow potential bidders to assess the operational environment and infrastructure. The anticipated contract term and any renewal options will be detailed in the subsequent formal solicitation process.
Specific pricing structures, performance requirements, and financial arrangements will be established once the agency completes its market research phase and develops the formal RFP. The project likely involves operational and maintenance responsibilities for the marina facility, with potential revenue-sharing or concession-based arrangements. Current incumbent information and existing operational data for Cooper State Park marina will be made available to qualified bidders during the formal solicitation phase. Funding for the operation will be provided through the Texas Parks and Wildlife Department's budget allocation for state park operations and maintenance.

3. BACKGROUND AND OBJECTIVES
TPWD is exploring the potential for leased development and operation of a marina facility on Jim Chapman Lake at Cooper State Park. This initiative aims to deliver safe and accessible marina services to the boating public while safeguarding land and water resources through responsible development and operation practices. This potential marina would enhance and expand recreational boating experiences at Jim Chapman Lake by offering amenities such as wet mooring slips, dry storage, boat rentals, fishing guide services, ship store, fuel and restrooms.
Cooper State Park is comprised of two park units. The property is owned by the US Army Corps of Engineers and operated by TPWD. Doctors Creek Unit (on the north side of the lake) and South Sulphur Unit (on the south side of the lake) offer the public a variety of outdoor recreational opportunities. Each park unit has a public boat ramp with restrooms. In addition to these park unit boat ramps, there is an additional boat ramp (Tira Boat Ramp / Parking Area) adjacent to the Cooper Wildlife Management Area (WMA) and closest to the dam structure (maintained by Cooper State Park) for Jim Chapman Lake. The Tira Boat Ramp and Parking Area have a restroom available with vault / composting toilets. Fiscal Year 2025 visitation for the Doctors Creek Unit was 43,774, while the South Sulphur Unit had 82,824 visitors.
Jim Chapman Lake is a 19,305-acre impoundment that provides water supply storage for the North Texas Municipal Water District, the Sulphur River Municipal Water District, and the City of Irving. The controlling authority for the lake and its dam is the US Army Corps of Engineers. Located in Hopkins and Delta Counties, Texas, this water supply storage exists in the conservation pool at 440.0-ft msl, and the maximum depth is 55-ft. The water intake structure is located on the South shore of the lake, which pulls anywhere from 2.0 million gallons per day of water in the winter months to 5.0 million gallons per day in the summer months. There are no existing marinas at this lake.
