About this file
This is Addendum III to a Request for Offer issued by the City of San Antonio's Finance Department, Procurement Division, on behalf of the San Antonio Metropolitan Health District, for the procurement of gift cards for clothing and household items under RFO 6100019669. The solicitation seeks a single retailer's physical gift cards in bulk quantities totaling approximately 1,055 cards or $50,000 in value. The original bid opening date of July 1, 2026, at 10:00 a.m. has been extended to July 10, 2026, at 10:00 a.m. The full quantity of gift cards must be delivered in a single shipment, and the awarded vendor is not required to be the direct issuer but may source cards through third-party retailers, distributors, or authorized partners, provided all requirements are met. Vendors may propose any qualifying retailer that meets specified criteria, and in-person delivery is permitted. The contract represents a single award with no identified renewal options or contract term length disclosed in the addendum.
Pricing evaluation will be based on total cost per card, including face value plus applicable fees, delivery, and administrative costs. The City will issue a single purchase order for the full quantity, with payment issued only after completion of the full awarded quantity in accordance with the General Terms & Conditions for Invoicing and Payment outlined in Section 006, following Net 30 payment terms. The vendor is expected to procure and deliver products only after purchase order issuance; no advance procurement or inventory holding is required prior to PO issuance. Standard retail gift cards are required with restrictions on prohibited purchases such as alcohol, tobacco, and lottery items. The City does not currently consider alternative payment structures or expedited payment options to accommodate vendor funding requirements. No minimum order quantity has been established, as orders will depend on funding availability, which is to be discussed with the awarded vendor post-selection.
