About this file

This Request for Qualifications (RFQ) is issued by the City of Euless, Texas Department of Planning & Development to engage qualified consultants for comprehensive planning services. The City seeks responses to undertake a public planning process reviewing and updating the Comprehensive Land Use Plan and Unified Development Code, along with developing Economic Development Strategies. The project scope includes general supporting tasks (existing information review, data collection and analysis, citizen participation, and implementation planning) and primary tasks encompassing a general land use plan update, corridor plans for State Highway 10, South Industrial Boulevard, and North Main Street, site-specific recommendations for up to twenty properties, Unified Development Code diagnostic and revision, and economic development strategies to encourage targeted development in this built-out city. Responses must be received by 3:00 p.m. on Friday, June 19, 2026, submitted as five paper copies in sealed envelopes and an electronic searchable PDF version to specified city contacts. The City anticipates contract execution by August 2026 with work commencing in September 2026, targeting Comprehensive Land Use Plan adoption by December 2027 and Unified Development Code revisions by May 2028.

The RFQ emphasizes qualifications and experience rather than pricing at the initial stage, with cost estimates to be submitted separately in a marked envelope. Proposals will be evaluated using a 100-point scoring system: Cover Letter (10 points), References (20 points), and Qualifications addressing Previous Experience and Relation to Equating Success in Euless (35 points each). Three municipal references are required, preferably planning directors or equivalent officials. Respondents must submit a signed Texas Conflict of Interest Questionnaire (Form CIQ) and include a detailed citizen participation plan modeled on the consultant's previous successful planning efforts. The City operates under a Council/Manager form of government with a small planning staff and limited capacity for day-to-day plan adoption assistance; the Planning and Zoning Commission will serve as the recommending body. The City bears no cost for proposal responses and reserves the right to reject all proposals, adjust work scope and costs, and conduct interviews with selected finalists, either in-person or remotely for firms outside fifty miles of City Hall.

The City of Euless

The City of Euless is located in North Central Texas in Northeast Tarrant County approximately 16 miles west of Dallas and 16 miles east of Fort Worth. Euless is readily accessible by State Highway 183 which is a multi-lane expressway linking Dallas to Fort

Worth. Other major highways through the City include State Highway 121, State Highway 360, State Highway 10 and Farm-to-

Market Road 157. Euless’ centralized location provides quick access to both Dallas and

Fort Worth metropolitan areas and is adjacent to Dallas-Fort Worth International Airport (“DFW Airport”), one of the world’s busiest airports.

The City encompasses approximately 16.2 square miles and serves a population of approximately 61,601. The City of Euless was incorporated February 24, 1953 and is a home rule city operating under a Council/Manager form of government. The City Council is comprised of the mayor and six council members who are elected at large. The Council has the authority to enact local legislation, levy taxes, adopt budgets, determine policies, incur debt, and appoint the City Secretary, City Attorney, Municipal Court Judge, and the City Manager. The City Manager reports directly to the City Council, and is responsible for the daily management of the various City departments. Council members serve three-year staggered terms, with two council members elected each year. The Mayor is elected to serve a three-year term. In addition, several boards and commissions were created to assist the City Council in deciding matters of policy and procedure and meet on various issues throughout the year.

The City of Euless provides a full range of services to its citizens including: police and fire protection;

emergency ambulance services; municipal court operations; development and code services; construction and maintenance of streets and highways, parks, and recreational facilities; water service and wastewater collection and treatment; and library operations. The City also operates a top-ranked, 18-hole golf course and conference center, youth athletic complex, and an aquatics center. Internal services of the City account for risk management, equipment replacement, and employee insurance coverage activities on a cost reimbursement basis. Private contractors, through franchise agreements, provide solid waste and recycling collections and disposal services for the City.

Euless has experienced steady growth throughout its history, however build-out is upon the city with few greenfield properties remaining. There is a realization that the City is aging, and with this comes an increased interest in redevelopment. Additionally, most surrounding cities are combating the same issues which will greatly aGect our ability to compete as a local city.

The entire project will include but may not be limited to the following general and primary tasks. These tasks are discussed in more detail in subsequent sections:

• General Supporting Tasks:

o Overall and Existing Information Review o Data Collection and Analysis o Citizen Participation o Implementation

• Primary Tasks of the Project:

o Comprehensive Land Use Plan Update

1. General Land Use Plan

2. Corridor Plans

3. Site Specific Recommendations o Unified Development Code Review and Update o Economic Development Strategies

Submittals should include the following with their responses.

1. A Cover Letter:

• Introduces the firm and team members to be involved;

• Explain how the firm’s experience will relate to Euless’ needs;

2. References: The applicant shall provide contact information for three municipalities as references. Preferably the Director of Planning, Development Services, or Assistant City Manager or similar role.

3. Forms: The following form must be signed and submitted with your proposal:

• Conflict of Interest Questionnaire (Form CIQ)

4. Qualifications: A description of proposed experiences and services able to be oGered that are relatable to the following “tasks”, and a general description of how these experiences and services oGered will equate to success in Euless.

Supporting Tasks: general tasks seen as supporting the components of the final plan:

1. Overview and Existing Information Review

The respondent shall analyze and critique existing plans, ordinances, projects, and any additional information that may influence or impact the planning process.

2. Data Collection and Analysis

Data collection should generally be limited to what exists within the context of general demographic data and information received from citizens, oGicials, and staG. The goal of the overall process is to develop policy goals for a built-out city and not create a large amount of random information as a part of the document.

Consideration of regional changes and impacts can be considered.

3. Citizen Participation

A detailed citizen participation process shall be proposed by the respondent that is patterned after successful experiences the respondent had in prior plans they have prepared.

The goals of the Citizen Participation task are to:

• Hold suGicient community engagement sessions,

• Educate involved parties about the plan’s role and importance to the community,

• Disseminate information to interested and involved parties,

• Provide eGective and eGicient mechanisms for gathering public input on various issues,

• Engage the community and build consensus throughout all phases of the planning process. Euless is seeking ways to continue to engage with the community regarding this plan long-term, and maintain it as a living, breathing document.

4. Implementation

Specific strategies shall be proposed that detail the resources and actions necessary to implement any recommendations made in the Plan.

Primary Tasks: i.e., the components of the project itself:

1. Comprehensive Land Use Plan

The consultant shall create a final deliverable physical and digital document with appropriate descriptions, recommendations, maps, goals, objectives and strategies that communicate the following:

a. General Land Use Plan

The chosen consultant shall evaluate the Land Use Plan and shall make recommendations for any edits or revisions, including but not limited to types of land uses, placement of such uses, revising land uses to be in conformance with the realized built environment, and future land use reasoning, etc. in accordance with State Law.

b. Corridor Plan

The City of Euless desires a study of the SH10 corridor, the S. Industrial Blvd.

corridor, and the N. Main St. corridor that seeks to encourage developments and enhancements of these areas.

c. Site Specific Plans

As part of this exercise, the city would like to identify a set of key properties, whether underdeveloped, aging, have high visibility, etc., to create a vision for these sites and look toward options for redevelopment or investment. As many as twenty sites could be evaluated. (See Murphy Opportunity Districts, City of

Murphy, Texas Master Plan, Adopted March 2026, or Site Specific Recommendations, Southlake, Texas Comprehensive Land Use Plan)

2. Unified Development Code Review and Update

The selected consultant shall perform a diagnostic of the Euless Unified

Development Code (Chapter 84) and ensure its relevance to the adopted Land Use Plan and State Law. A wholesale recreation is likely not needed.

3. Economic Development Strategies

Euless desires to use the Site Specific Recommendations in the Land Use Plan as the basis for a carefully targeted approach to development. The goal of this task is to seek ways to ensure long-term sustainability of the organization. As a city at build-out, the need to encourage economic development activity is apparent and needed.

Euless may desire to establish a neighborhood vitality program long-term. At this time, we are open-ended as to what this could entail. As neighborhoods age, the City desires to face issues or lack of investment with something other than a code violation. We are curious to know what the community may see as helpful. We do not want to call this out as a separate “chapter” of the plan at this time, but may see it fit to do so if the community desires it.

End of response material.

Generally:

The Planning and Zoning Commission:

The Planning and Zoning Commission shall serve as the recommending body to interpret and support the community involvement process. StaG will set the general parameters and goals of the board in conjunction with the consultant.

City Sta>:

The City of Euless has a small planning staG and will have limited ability to assist in the day-to-day operations of the plan adoption process and the completion of the tasks above, but will seek to provide guidance and support by all means necessary and will provide direction for the major objectives in conjunction with the Planning and Zoning Commission.

Timeline:

The desire is for the Plan to be adopted by City Council no later than December, 2027. The UDC revisions may be adopted at a later date, but no later than May, 2028.

Weighing Respondents:

The Selection Team shall apply the Comparative Criteria, set forth below, to each proposal.

Following review of the Proposals, the Selection Team may, at its discretion, schedule individual interviews with any or all of the proposers for the purpose of further evaluation of a proposer’s qualifications and ability to provide the required services. If interviews are held, it is anticipated that these interviews will be conducted in-person but remote interviews are acceptable for firms outside of a fifty-mile radius of the Euless City Hall.

Based on its review of the Proposals, interviews, and Cost Proposals, the Evaluation Team will make a recommendation to City Council to award a contract to the selected consultant. The City reserves the right to adjust the proposed plan of work and/or the proposed cost submitted by the selected consultant. The City further reserves the right to reject all proposals and to not enter into a contract to prepare a Plan. It is the intent of staG to have all aspects of the contract in place by August 2026 for work to commence in

September or the new fiscal year.

Proposals will be evaluated by a Selection Team by using the following scoring criteria:

• Criteria Maximum Score – 100 o Cover Letter - 10 o References - 20 o Qualifications:

Previous Experience - 35 Relation to Equating Success in Euless - 35
