About this file
This is a Scope of Work document for Texas State Technical College (TSTC) in Waco, detailing the procurement of turbine training engines and stationary stands for aviation powerplant laboratory instruction. TSTC seeks to acquire six non-airworthy turboprop training engines and six compatible stationary engine stands, with an additive alternate for six additional stands. The engines must be representative of small-to-mid-size free-turbine turboprops suitable for instructional purposes, physically complete with identifiable major assemblies including air intake, compressor section, combustion section, turbine section, reduction/gearbox, and accessories. All units must arrive clean, fully de-fueled, decontaminated, and with oils and fluids drained. Delivery is FOB Destination to TSTC Aviation at 100 Campus Drive, Waco, Texas 76705, with scheduling required at least five business days in advance.
Suppliers must provide quoted specifications demonstrating how their proposed engines and stands meet the functional requirements, with firm pricing valid for 120 days. The pricing structure requires unit prices for six training engines, six stands, and six additional stands as an additive alternate, plus freight costs if applicable. A minimum one-year parts completeness and defect warranty is required, with the supplier responsible for replacing missing or defective parts at no charge. The evaluation criteria allocate 45 points to quoted specifications, 30 points to pricing, 20 points to delivery and warranty terms, and 5 points to history of support for Texas institutions of higher education, including sponsorships, grants, donations, internships, and apprenticeships as referenced in Texas Education Code 51.9335(b)(8). All proposals must include component identification placards, a parts manifest, and instructional reference materials with delivery.
