About this file
This document is a vendor exhibit from the Texas Department of Public Safety (DPS) outlining submission procedures and requirements for the DPS Online Bid Room, which serves as an optional electronic platform for vendors to submit solicitation responses. The document establishes a two-step registration process requiring vendors to first register at https://texasdps.appianportalsgov.com/vendor-management, which can take up to two business days to generate login credentials, and then access the Online Bid Room to review solicitation opportunities and submit responses electronically. Vendors are instructed to review the complete solicitation package, including all exhibits, before submitting responses and must adhere to all form and delivery requirements specified in the solicitation package by the stated response due date and time. The document emphasizes that failure to follow submission requirements may result in disqualification and that late solicitation responses are not accepted.
The document specifies that use of the DPS Online Bid Room is optional and subject to all terms, conditions, and affirmations outlined in the solicitation package, with submission confirmation provided through the system eliminating the need for separate receipt confirmation. Notably, the document clarifies that technical difficulties or issues related to the optional Online Bid Room system do not constitute sufficient grounds for protesting a contract award. DPS provides vendor support resources including an Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and direct vendor support contact options to assist with navigation and registration. Vendors are advised to allow adequate time for the registration process to ensure timely bid submission.
