The project scope encompasses installation of approximately 392 linear feet of 8-foot-high, 9-gauge galvanized chain link fencing with 1-inch anti-climb mesh at Building 514, including site surveying and utility clearance, framework and post installation with concrete footings, fence fabric installation, assembly and installation of four 12-foot sliding tail track gates with 3-foot tracks, installation of one single swing pedestrian gate, site cleanup, and operational testing. A mandatory on-site visit occurred on May 20, 2026, at 10:30 AM at 1401 S Rangerville Road, Harlingen, TX 78552. The questions and clarifications deadline was May 25, 2026, at 5:00 PM, with responses posted by May 28, 2026. The bid response deadline is June 4, 2026, at 10:30 AM Central Time. The contract is effective upon award through August 31, 2026, with HHSC retaining the discretionary option to extend for up to one additional year. Work is authorized Monday through Friday between 8:00 AM and 5:00 PM Central Time.

This addendum provides clarifications to vendor questions regarding project specifications, including confirmation that the existing cage gate will be relocated to the back with 1-inch mesh installed along the front at 8 feet high, all posts must be Schedule 40 pipe with 1-inch 9-gauge galvanized mesh, terminal posts require 4-foot depth and line posts require 3-foot 6-inch depth per local code and windstorm load requirements, and all fasteners and fixtures must be galvanized. The addendum specifies that the vendor/contractor is responsible for utility location, preparing project layout drawings, and coordinating with the owner regarding underground utilities. Existing concrete, asphalt, and grass areas disturbed during installation must be restored to their original condition. The addendum confirms that no existing fencing removal is required, as the Campus will be responsible for removing old fencing. Equipment and materials may be staged at the Building 514 maintenance shop yard. Respondents must acknowledge receipt of this addendum and return the signed acknowledgment form with their solicitation response or email it to pcsbids@hhsc.state.tx.us prior to the solicitation due date and time to avoid disqualification.
