About this file

Addendum I to RFP 26-4950-01 is a clarification document issued by Burnet County, Texas, regarding financial audit services for fiscal year October 1, 2025, through September 30, 2026. The county seeks qualified certified public accounting firms to conduct a comprehensive financial audit in accordance with Generally Accepted Auditing Standards and applicable industry guidelines, with deliverables including fund and government-wide statements for the Annual Comprehensive Financial Report. The audit work is scheduled to commence on or about July 1, 2026, with financial statements due by February 28, 2027. The initial contract term spans three years from award through September 30, 2028, with two optional one-year renewal periods available at the discretion of Commissioners Court. The deadline for submitting questions is May 22, 2026, at 12:00 PM, and sealed proposals must be submitted by June 4, 2026, at 10:00 AM. Remote fieldwork is permitted, with zero onsite auditor days anticipated. Qualified respondents must submit three vendor references for similar services and documentation of peer review results.

Proposals will be evaluated using a weighted criteria system consisting of 60 percent total proposed price, 20 percent offerer's qualifications and experience, and 20 percent proposed services meeting the county's needs and requirements. Historical audit fees for the county were $40,575 in FY23, $32,975 in FY24, and $38,000 in FY25. The county does not anticipate requiring a state or federal single audit for 2026, does not expect to receive federal grants exceeding $1,000,000, and reported no significant technological changes, key staff departures, disagreements with the prior auditor, material audit adjustments, or anticipated operational changes. All proposals must include a Non-Collusion/Anti-Trust Affidavit and HB 89 Verification form certifying non-boycott of Israel. No specific award value or budget range is disclosed; bidders must submit a detailed cost estimate sheet breaking down maximum fees for each fiscal year covered by the contract.
