External Monitor for Child Care Quality Program

I. Introduction:

Workforce Solutions Borderplex (WSB) is a regional government entity and non-profit organization established to act as an arm of the State of Texas to carry out the governmental functions of workforce development. WSB is certified by the Texas Workforce Commission as the local workforce development board for the six counties of far West Texas—Brewster, Culberson, El Paso, Hudspeth, Jeff Davis, and Presidio—encompassed within the Workforce region. WSB's functions include overseeing integrated workforce training, education, and related services and programs for the area.

WSB provides a wide range of assistance to job seekers, including youth, underemployed, unemployed, and displaced workers, in the six-county region along the U.S.-Mexico border from El Paso to the east of Presidio County. Services include, but are not limited to, job search activities, career counseling, training assistance, job preparation activities, placement assistance, and access to technology resources. WSB also assists qualifying families who require childcare to work, attend school, or receive training by providing childcare subsidies. In addition, WSB assists employers with services including assessment, pre-screening, recruitment screening, and testing.

In addition, WSB supports the Child Care Quality (CCQ) program, which provides resources and initiatives designed to strengthen early childhood education and care across the Borderplex region. To promote accountability, compliance, and continuous improvement, WSB is seeking an external monitor to conduct an annual independent review of the strategic planning and expenditure oversight associated with CCQ initiatives. The selected consultant will assess current program operations for alignment with applicable funding requirements, review and evaluate program expenditures, and offer guidance to support effective and compliant resource allocation. The overall purpose of this engagement is to enhance program outcomes, maintain fiscal accountability, and advance continuous quality improvement in childcare services.

II. Project Overview:

WSB invites qualified individuals or firms to submit proposals to conduct an annual monitoring review of the Child Care Quality program.

The selected external monitor will evaluate compliance with Texas Workforce Commission (TWC) requirements, Workforce Solutions Borderplex (WSB) policies, and all applicable federal regulations. A comprehensive written monitoring report outlining findings and recommendations will be required.
