About this file

This is Addendum #2 to Competitive Sealed Proposal CSP #754-JOC-2026 issued by Texas State University for Job Order Contracting (JOC) services. The addendum clarifies evaluation criteria related to critical construction issues and software proficiency. The submittal deadline for this competitive sealed proposal is June 9, 2026, at 2:00 p.m. (Central Time). The contract is for general contractor services to provide alterations, renovations, remodeling, and major repairs on an indefinite-quantity, indefinite-delivery basis for the university's San Marcos Campus. The contractor must be capable of performing work during normal operating hours (8:00 a.m. to 6:00 p.m., Monday through Friday) and during university break periods when project loads may increase substantially. The contract term commences August 1, 2026, and expires July 31, 2027, with an option to renew for one additional one-year term. A non-mandatory pre-proposal conference was held on May 21, 2026, and the written questions deadline was May 29, 2026, at 12:00 p.m. Respondent names and pricing will be publicly read on June 30, 2026.

This addendum specifically addresses Section 3.5.1 and 3.5.2 clarifications, revising the evaluation criteria to require respondents to describe perceived critical construction issues for typical JOC remodel or renovation projects and to describe their firm's experience with Cost Works software, Excel proficiency, and project management software expertise. Evaluation will be based 60 percent on pricing and delivery proposals and 40 percent on qualifications, with pricing determined by a coefficient multiplier applied to RSMeans Facilities Construction Cost Data adjusted for Austin, Texas (postal code 786XX). The total contract value cannot exceed $6,000,000 for the life of the contract. The solicitation requires prevailing wage rates in accordance with Texas Government Code Chapter 2258, a VetHUB Subcontracting Plan with a 21.1 percent subcontracting goal for building construction projects, and compliance with state requirements including E-Verify verification, cybersecurity training, criminal background checks, and worker's compensation insurance.

I. Questions and Responses

Questions and Responses

1. I would like to request clarification regarding sections 3.5.1 and 3.5.2 of the Texas State JOC RFP.

Section 3.5.1 requests that respondents provide a Critical Path Method (CPM) milestone schedule for the Project, including critical processes, phases, milestones, approvals, procurements, and identification of the required 10% project float during the construction phase. Since this proposal is for a Job Order Contract (JOC) and there is not currently a specific project identified, could you please clarify the level of detail and type of information you would like respondents to include in the proposed schedule?

Additionally, Section 3.5.2 requests that respondents describe the critical construction issues for the Project that could affect timely completion. Given the absence of a defined project scope at this stage, could you please provide guidance on whether the response should address general JOC-related construction challenges or focus on specific issues anticipated by Texas State?

Response:

The language under Criterion Five, Section 3.5.1 and Section 3.5.2 has been corrected to read as follows:

3.5.1 Describe what you perceive are the critical Construction issues for a typical JOC remodel or renovation project.

3.5.2

Describe your firm’s experience with Cost Works software in the construction cost estimating process; proficiency with Excel and Project Management software.
