About this file
This Request for Proposals (RFP) is issued by the Texas Parks and Wildlife Department (TPWD) Purchasing and Contracting division for helicopter bighorn sheep and aoudad sheep aerial survey services and external load work throughout the Trans-Pecos region of Texas. TPWD seeks to award multiple contracts on an as-needed basis for low-level aerial surveys in mountainous terrain at altitudes of 3,000 to 7,000 feet above sea level, aerial gunning services for exotic ungulates and predators, and long-lining services for habitat improvement projects such as water guzzler construction and maintenance. Survey operations are scheduled for October through November for bighorn sheep surveys and April through May for lamb assessment flights, with approximately two to eight daylight flying hours per day and no more than six hours of actual survey time. The RFP was issued on May 20, 2026, with questions due by May 27, 2026 at 2:00 PM Central Time and proposals due by June 3, 2026 at 2:00 PM Central Time. The initial contract term runs from the date of award through August 31, 2027, with renewal options for up to three additional one-year periods, contingent on mutual written agreement and fund availability. Aircraft inspection by TPWD personnel will occur prior to award, and the successful contractor will be contacted at least seven days prior to the start of survey operations to coordinate planned work activity.
Pricing shall be quoted on a per-flight-hour basis for low population density areas (average of three or fewer animals captured per hour) or on a flexible billable rate for areas with mixed population densities, subject to TPWD Project Manager approval. Ferry time from the pilot's home base to the project base of operations and return, as well as ground support expenses, are not billable to TPWD; however, refueling time during survey operations and ferry time between project base relocations are included in the hourly rate. The contractor must provide all aircraft (turbine helicopters such as Hughes 500E, Hughes MD 500E, MD 530F, Bell 206, or Robinson R66), pilots, personnel, equipment, fuel, and consumables necessary for successful operations. Minimum qualifications require five years of experience in helicopter survey services for desert bighorn, aoudad, mule deer, or elk in mountainous terrain, FAA Part 135 certification for survey and gunning projects and Part 133 certification for external load work, pilot commercial license with current medical certificate and minimum 1,000 hours of wildlife-oriented flight time including five years of desert bighorn sheep or similar species survey experience, and comprehensive insurance including $1,000,000 aircraft general liability, $100,000 per person aircraft passenger liability, and workers' compensation at statutory limits. No VetHUB subcontracting plan is required under this solicitation. Evaluation criteria are weighted as follows: compensation and fees (15 percent), technical proposal (15 percent), qualifications and experience (35 percent), and pilot expertise and key personnel safety records (35 percent).

SECTION I – GENERAL INFORMATION AND STATEMENT OF WORK
1. INTRODUCTION
1.1 Texas Parks and Wildlife Department (TPWD) is soliciting bids to establish blanket contract(s) for statewide Desert Bighorn Sheep and/or Aoudad Sheep Aerial Survey in the state of Texas as well as external load work for special projects. TPWD intends to award multiple Contracts to ensure availability within the varying terrain and geographical locations. Services will be performed on an “as-needed” basis in accordance with the scope of work and terms and conditions as set forth herein.
Contractor(s) shall provide all aircraft, pilots and personnel, equipment, consumables to include fuel, and any other need necessary or incidental to complete successful survey operations.
2. BACKGROUND
2.1. Trans-Pecos region of Texas currently supports 11 free-ranging populations of desert bighorn sheep, which occur within the Baylor, Beach, Sierra Diablo, Carrizo, 9 Point Mesa, Capote Peak, Eagle and Van Horn mountains, and the Texas Parks and Wildlife Department’s (TPWD) Black Gap and Elephant Mountain Wildlife Management Areas (WMAs) and Big Bend Ranch State Park (Bofecillos Mountains).
Wildlife managers have recognized the need for systematic surveys to determine desert sheep numbers and trends for many years. During the 1950s many techniques were introduced to derive bighorn sheep population estimates, but most survey methods were unreliable. Desert bighorn sheep surveys improved through time as technology advanced. Research conducted by state game agencies in Arizona and Nevada indicated that late summer helicopter surveys were the best method for obtaining desert bighorn sheep population data. August/September helicopter surveys consistently produced greater total observations, reliable sex and age ratios, and better correlation of fall lambs to annual recruitment. However, because of safety concerns, annual surveys have shifted to an October/November timeframe with additional lamb assessment flights conducted in March/April to operate in cooler temperatures.
Systematic desert bighorn sheep aerial population surveys did not occur in Texas until August 1990. In more recent years, new technology (e.g., CyberTracker, ruggedized Android tablets, etc.) has been incorporated into helicopter surveys to supplement survey efforts and help calculate population estimates.
2.2. Helicopter services are needed from October to November to conduct low-level desert bighorn sheep surveys in the Trans-Pecos Region of Texas and from April to May for lamb assessment flights.
2.3. Aerial gunning services are needed to lethally remove exotic ungulates, predators, feral animals and other species when deemed necessary as part of the restoration and management of native species.
2.4. Long-lining (slinging) services are needed as part of ongoing habitat improvement projects, such as water guzzler construction, maintenance and repair, site inspections, etc.
3. SOLICITATION METHOD AND INTENT
3.1 The Request for Proposal (RFP) solicitation method allows qualified respondents to submit a written proposal addressing pricing, qualifications, experience, location, availability, approach, and other factors
RFP No. 802-26-74010 Page 5 of 54 that will be employed to ensure successful accomplishment of the requirements set forth herein. TPWD will review, compare, and evaluate responses based on the criteria and weights identified in this RFP.
3.2 It is TPWD’s intent to award multiple contracts for Desert Bighorn Sheep Surveys throughout the Trans- Pecos region of Texas on “as needed” basis. It is TPWD’s sole discretion to determine best value and best interest to the State.
3.3 Contractor Selection for Individual Projects: After award of Contract(s), TPWD will identify individual projects as they become available and issue a Scope of Work detailing the work to be performed, the service schedule, and the service location for each project, and request quotes from awarded Contractors. TPWD will select a Contractor that is determined to provide the best value and having capability and capacity to provide service(s) to the agency for each project. A purchase order will be issued to include a scope of work, the work schedule, and the geographical location.
4. CONTRACT TERM
4.1 INITIAL CONTRACT TERM: The contract shall commence on Date of Award and continue through August 31, 2027, unless sooner terminated under the terms of the contract.
4.2 RENEWAL OPTION: Contract may be renewed for up to three (3) additional one (1) year periods, provided both parties agree in writing prior to contract expiration date, based on funds availability and vendor performance. Any extensions shall be in accordance with the original terms and conditions plus any approved changes. If renewal options are exercised, TPWD will provide a new timeline and delivery schedule to the vendor.
4.3 CONTRACT EXTENSIONS: In the event that the contract(s), if any, resulting from the award of this RFP shall terminate or be likely to terminate prior to the making of an award for a new contract for the identified products and/or services, TPWD may, with the written consent of the awarded supplier(s), extend the contract for a period of time as may be necessary to permit TPWD continued supply of the identified products and/or services (not to exceed twelve month extension period). Any extensions shall be under the same terms and conditions, plus any approved changes.
4.4 TERMINATION: The contract shall terminate upon full performance of all requirements contained in the contract, unless otherwise extended or renewed, as provided in accordance with the contract terms and conditions.
4.5 AMENDMENTS: The contract may be amended in writing with the mutual consent of the parties by the issuance of a contract amendment document. Any amendments shall be within the original scope of services outlined herein.
4.6 QUANTITIES: Quantities listed are projected order quantities. TPWD reserves the right to increase or decrease quantities prior to award depending on bid results and budget constraints. Unless this RFP states otherwise, the resulting contract award does not guarantee volume or a commitment of funds.
TPWD will only pay for actual goods or services performed.
4.7 BILLABLE RATE: Depending on population densities of targeted wildlife species, a flexible billable rate may apply. Billable rate to be determined as needed per the scope of services and all overages for fuel surcharges. Contractor is responsible for all other costs associated with the successful completion of the work contained herein. Billable rate options follow:
4.7.1 Per flight hour – in areas with low population densities (average of 3 or less animals captured per hour) price will be on a per flight hour basis.
4.7.2 Flexible Billable Rate – in cases when high/medium and low population density are both encountered during the same project, the billable rate can be adjusted to fit the corresponding density. The billing rate will be evaluated and approved by TPWD Project Manager.
