Amendment No. 1 to IFB IW249000 - TDCJ LeBlanc Unit Trash Services

This is a bid amendment issued by the Texas Department of Criminal Justice (TDCJ), Contracts and Procurement Department, in response to bidder questions regarding Invitation for Bid (IFB) IW249000 for waste management services at the LeBlanc Unit in Beaumont, Texas. The solicitation requests the rental of one 40-yard open-top container (not two as originally stated in Section B) with collection, transportation, and disposal services for solid waste. No compactor is required for this procurement. The contract term runs from September 1, 2026, through August 31, 2027, with four optional one-year renewal periods. The original bid opening date and time was May 21, 2026, at 3:00 PM Central Time. Bidders must acknowledge receipt of this amendment for their bids to be considered for evaluation.

The amendment provides ten clarifications to bidder inquiries, including confirmation that an EIN is acceptable in place of a TINS, that used equipment is acceptable for this rental, that pricing must be based on per-haul billing rather than weight, and that Section 1.9 grants TDCJ the right to obtain the best pricing offered to any other client throughout the contract term. The current vendor is identified as Frontier. The amendment specifies that delivery is expected within three calendar days of contract execution, that no special waste disposal is anticipated, and that the Tax Exemption Form will be provided to the awarded vendor after contract award. Bidders must provide their best delivery dates and confirm pricing terms during the response process.
