About this file
Summary
This is a Request for Proposal (RFP) issued by the Texas Workforce Commission (TWC) Procurement Services for hotel and conference facilities to support the Texas Conference for Employers series. TWC seeks to contract with hotel vendors to provide guestrooms, meeting space, and food and beverage services across four conference locations and dates: San Antonio (January or February 2027), Horseshoe Bay (February 2027), Arlington (April 2027), and Houston (July 2027). The San Antonio, Horseshoe Bay, and Arlington conferences are one-day events with 350-600 person capacity, while the Houston conference is a two-day event with 600-800 person capacity. All conferences require 20 sleeping rooms at prevailing Government Per Diem rates or lower, meeting spaces with specific dimensions and configurations, and catering services including coffee breaks and registration areas. The solicitation was posted May 8, 2026, with questions due by May 11, 2026, and responses due June 11, 2026, at 10:00 a.m. Central Time. Contract award is expected in August 2026, with the contract term running from execution through September 30, 2027. TWC intends to award four separate contracts as a result of this solicitation.
Pricing is firm and fixed for the contract term with no price adjustments permitted unless a price adjustment is authorized under contract terms. Historical compensation for similar contracts has ranged from $25,000 to $50,000 per fiscal year per contract term. Respondents must meet minimum qualifications including two years of recent business experience in conference services, financial solvency, and compliance with submission requirements. Evaluation will be weighted at 40% for cost/price, 15% for past performance and qualifications, and 45% for technical approach. Respondents must provide three references from governmental entities within the last five years and complete financial questionnaires demonstrating financial soundness. Liquidated damages of two percent (2%) of total service costs may be assessed for non-performance or non-compliance. The contract is contingent on continued funding availability, and no guarantee of volume, usage, or total compensation is made to the successful respondent. Responses must be submitted through the TWC Procurement Portal and may not be submitted by any other method.
