About this file

This is Addendum Number 1 to a Request for Proposals issued by the Teacher Retirement System of Texas (TRS) for Cyber Incident Response Services, solicitation number TRS000615. The addendum modifies the original RFP by separating the Price Form into a downloadable Excel file with clarified instructions for pricing submission, renaming the "Incident Response Retainer" to "Incident Response Subscription" to align with TRS's preference for an annual fee-based subscription model, and providing responses to 85 vendor questions and a pre-proposal conference attendee list. Key service deliverables include incident response subscription services incorporating a tabletop exercise, incident reports with executive readouts, per-incident response fees, and digital forensic analysis. The pre-proposal conference was held on May 13, 2026, from 9:59 a.m. to 11:13 a.m. Central Time with 35 attendees, and the proposal submission deadline is June 5, 2026, at 3:00 p.m. Central Time. The contract term is one year with three optional one-year renewal periods, and top-ranked respondents may be invited to participate in presentations during the week of June 15, 2026.

Pricing must be fully loaded, firm, and fixed or based on hourly rates inclusive of all costs including materials, equipment, labor, communication, and planning, with no price escalation permitted for renewal terms. Direct travel costs may be reimbursable on a case-by-case basis with prior written approval from TRS's Contract Manager, limited to State of Texas per diem rates, and submitted invoices must itemize travel expenses. Respondents must acknowledge receipt of the addendum by signing and dating the cover page and including it with their proposal or risk having their response deemed non-responsive. TRS clarified that no incumbent vendors currently provide these services, and there are no identified set-aside designations. The addendum confirms mandatory requirements including that incident response team members must hold CISSP, GIAC GCIH, or ECIH certifications; maintain 24/7/365 availability; consist only of full-time employees; be based in the United States; and comply with data sovereignty requirements keeping all data within the continental United States. Respondents are instructed that all proposals must be submitted through PAVES only with no email submissions accepted, and that TRS will not allow exceptions or extensive redlines to its standard General Terms and Conditions, requiring all reservations or caveats to be submitted with initial proposals.

TRS000615 Incident Response RFP Addendum 1

5/21/2026

Solicitation changes:

Solicitation Document TRS modified the Solicitation Document, IV. Price Form to:

1. Clarify TRS’s reimbursement for travel expenses.:

TRS revised the Price Form, made it a separate Excel file, and included it in the Documents tab in the PAVES solicitation record. Respondents will download, complete, and submit the file using the following file naming format:

RespondentName_Price Form_TRS000615.

The instructions for completing the Price Form are revised to:

Pricing is fully loaded, firm, and fixed or based on hourly rates that are inclusive of all costs of performance, including materials, equipment, labor, communication, and planning to successfully complete Services. Annual pricing is applied to any optional renewal term without price escalation. No amount will be paid for costs or charges incurred that are not listed on this form.

Respondents shall not include, embed, or otherwise incorporate travel expenses in in the Price Form’s sheet. Direct costs for travel expenses will be paid, provided prior written approval is obtained from TRS’ Contract Manager. Payment of travel costs will be reviewed on a case-by-case basis and is not guaranteed. If approved, travel costs shall be paid in accordance with State of Texas per diem rates and guidelines. Submitted invoices shall include itemized travel expenses to the extent applicable. Reimbursement is limited to direct costs (no indirect costs) on a case-by-case basis and requires prior written approval by TRS’ Contract Manager before the cost is incurred.

Respondent may propose additional services by adding rows to the bottom of the Incident Response Revised Price Form.

2. TRS updated the Item description from Incident Response Retainer to Incident Response Subscription. This change aligns with TRS’s intention to allow Respondents to propose their services through a subscription model. The subscription, wherein TRS would pay an annual fee, would necessarily include some specific services (the Tabletop Exercise, Incident Report – Executive Readout, Incident Response Fee, and/or number of support hours), above which TRS would incur additional costs tied to the Respondent’s pricing for those services in the Price Form

TRS000615 Incident Response RFP Addendum 1

NUMBER QUESTION ANSWER

1 What are the physical addresses of the regional offices located in: Austin, El Paso, London, and the Rio Grande Valley?

Alpha: 1900 Aldrich St., Suite 145 Austin, TX 78723 Bravo: 4655 Mueller Blvd. Austin, TX 78723 Regional Office - El Paso: 6611 Boeing Drive El Paso, Texas 79925 53/54 Grosvenor Street, 4th Floor West, Mayfair, London, W1K 3HU

2 Are there any other physical offices that will require IR personnel to visit? TRS is a functional pension system with an expanding catalog of remote service locations.

Primary work locations would be Alpha and Bravo locations in Austin, TX as applicable.

3 Does TRS require the IR team to be US cleared and based personnel? Yes 4 Does the vendor need to agree to the terms and conditions in the draft contract or is there room to negotiate?

Respondents will not have another opportunity to redline the TRS General Terms and Conditions so must submit any reservations or caveats with their proposals in the Initial Round.

5 Is TRS currently contracting IR Retainer services? No.

6 Does TRS have an IR plan in place today? Yes 7 Where is the draft contract? Please see the PAVES round solicitation documents.

8 When the vendor responds to an incident for TTRS it must employ an IR team that includes members with one of those certifications?

Yes

9 To provide accurate pricing for the proposed Tabletop Exercise under the IR Retainer, could you please clarify the intended scope, including expected duration, participant groups (e.g., technical teams vs. executive leadership), and desired level of scenario complexity (e.g., single-use case vs. enterprise crisis simulation)?

A tabletop to inform all collaborators both within and outside of the business on what to expect during a dispatch would be the goal. A tailored Executive presence as well as technical team leadership would be included.

10 Is the Tabletop Exercise expected to be included as part of the Incident Response Retainer (e.g., prepaid service), or priced independently as a standalone deliverable? Should it draw down from retainer dollars?

Part of the retainer. TRS updated the Item description from Incident Response Retainer to Incident Response Subscription .

11 Are Tabletop Exercises performed annually? Yes 12 Does TTRS perform annual Vulnerability Scanning and Penetration Testing services? Yes

13 Does TTRS have a defined Incident Response scope of work that can be shared, particularly as it relates to informing pricing and service assumptions?
