About this file

This is a Statement of Work (SOW) for a Request for Proposal (RFP) issued by the University of Texas M. D. Anderson Cancer Center in Houston, Texas, seeking a comprehensive Clinical Capital Planning and Equipment Formulary Management Solution. MD Anderson seeks a single technology vendor to provide an integrated platform that supports capital equipment procurement, capital asset lifecycle management, and multi-year capital budgeting across the organization. The solution must include procurement and equipment sourcing capabilities with access to centralized marketplaces, capital asset lifecycle and inventory management with centralized asset registry and risk-based prioritization, capital budgeting and forecasting tools with multi-year planning capabilities, and data analytics with dashboarding and decision support features. The selected vendor is expected to deliver both hardware and software components, migrate existing data into the platform, provide implementation and go-live support for a mutually agreed-upon period, develop tailored training curricula and change management programs, integrate with existing MD Anderson technology platforms, and collaborate with key internal stakeholders including IT, Clinical Infrastructure, Facilities, and Clinical Engineering. Product demonstrations will be conducted in Houston, Texas or virtually with short-listed vendors following preliminary review of RFP responses.

The RFP does not specify pricing terms, set-asides, or contract award dates within this SOW document. However, the selected firm must demonstrate financial stability and experience with specialty and academic institutions, comply with cybersecurity and data storage requirements established by MD Anderson, and meet quality standards as evaluated through weighted acceptance criteria. For cloud-based solutions, vendors must comply with Texas Senate Bill 475 and obtain TX-RAMP (Texas Risk and Authorization Management Program) Certification. MD Anderson will retain ownership of all works created under any resulting agreement. The RFP indicates that additional functionality desired includes predictive analytics for equipment failure, real-time price benchmarking, inventory reduction programs, and standard integration approaches including APIs and AI model metadata capabilities.
