About this file

This is Addendum 1 to a solicitation issued by the Texas Department of Public Safety Procurement and Contract Services for the N & N1 Parking Lot project (Solicitation No. 405-26R0017048). The addendum amends the original solicitation with clarifications regarding scope of work for an asphalt parking area at DPS Headquarters located at 5807 Guadalupe Street in Austin, Texas. The project encompasses excavation, base preparation, application of prime coat to existing flex base material, installation of new asphalt paving with Type D HMA mix, and restriping of the 6,100 square foot lot. A mandatory pre-bid site visit was scheduled for May 7, 2026, at 10:00 a.m. Central Time. Written questions were due by 5:00 p.m. Central Time on May 8, 2026, with the addendum providing detailed question-and-answer clarifications addressing seal coat requirements, drainage specifications, material testing responsibilities, base course specifications, HMA mix design, ADA ramp and concrete sidewalk inclusions, and permitting obligations. Responses to the solicitation are due by 5:00 p.m. Central Time on May 15, 2026, submitted electronically to DPS_Solicit_Response@dps.texas.gov. Contract award is anticipated on May 20, 2026, with a one-year contract term from the effective date and no optional renewal period.

Key scope clarifications established through this addendum indicate that storm drainage tie-ins and connections to existing infrastructure are excluded from the contractor's scope, while the contractor bears full responsibility for all materials testing, compaction testing, quality control documentation, and permitting including any City of Austin drainage studies or engineered drainage systems required as conditions of permitting. The contractor must determine appropriate drainage solutions and finish grade slopes with sheet flow to perimeter edges acceptable in lieu of a formal drainage system. Base course material shall be TxDOT Type A at 6-8 inches compacted depth, with compaction percentage, excavation depth, HMA lift thickness, Performance Grade binder, and minimum compacted density to be determined by the contractor. Neither ADA curb ramps nor concrete accessible sidewalks are included in the scope. The project site is not located within the FEMA-mapped 100-year floodplain or regulatory floodway, and no floodplain development permits are required.

The solicitation response must be submitted to DPS_Solicit_Response@dps.texas.gov.

Seal Coat (Existing Lot) Please confirm whether a seal coat is required on the existing paved area in addition to crack fill and restripe.

If seal coat is not required, please confirm the restripe scope only.

ANSWER –Apply Prime Coat to the existing flex base material. Restriping the scope is to repaint existing lines.

Drainage / Tie-Ins Please confirm that storm drainage tie-ins and connections to existing infrastructure are excluded from this scope of work.

ANSWER – Yes, they are excluded from this scope of work Material Testing Responsibility Please clarify the following regarding special inspections and material testing:

•Who is responsible for retaining and paying for the independent materials testing laboratory?

ANSWER – The contractor is responsible for all testing and fees.

•Is compaction testing of subgrade, flexible base, and HMA surface course the responsibility of the Contractor or DPS?

ANSWER – It is the contractor's responsibility •Will DPS provide a project inspector on-site during paving operations, or is quality control documentation solely the Contractor's responsibility?

ANSWER – It is the contractor's responsibility.

•Are nuclear density gauge tests, core samples, or both required for HMA acceptance?

ANSWER - No Drawing G-100 / ADA Ramp and Concrete Sidewalk Drawing G-100 shows details of an ADA curb ramp and concrete accessible sidewalk. The existing parking lot currently has no flatwork. The SOW narrative does not reference concrete construction. Please advise:

Is the ADA curb ramp shown on G-100 included in this scope?

ANSWER - No Is the concrete accessible sidewalk included in this scope?

ANSWER - No If both are included, please provide quantities, dimensions, and locations.

Base Course Specification The SOW references base preparation but does not specify the following. Please provide:

•Required base course material type

ANSWER - TXDOT TYPE A

•Required compacted depth in inches ANSWER – 6 - 8 inches •Minimum compaction percentage required ANSWER – To be determined by the contractor.

•Required excavation depth to achieve finished subgrade elevation ANSWER – to be field verified and determined by the contractor.

HMA Mix Design Specification TxDOT Item 340 is specified, but the following have not been identified. Please provide:

•Required HMA mix type (Type C, Type D, or other) ANSWER – Type D •Compacted lift thickness per lift and total number of lifts ANSWER – To be determined by the contractor.

•Required Performance Grade (PG) binder ANSWER – To be determined by the contractor.

Questions - 405-26R0017048 | 2026HQ59000 - N & N1 PARKING LOT

•Minimum compacted density requirement (% of TMD) ANSWER – To be determined by the contractor.

Drainage Design and Allowance The SOW requires drainage to prevent water flow toward buildings; however no grading plan, drainage report, or storm layout has been provided. The new 6,100 SF lot is located near Waller Creek and currently shows no visible drainage infrastructure including curb and gutter. Please advise.

Please clarify the intended drainage solution, sheet flow, catch basins, curb openings, or storm pipe connection?

•If a storm connection is required, please provide the tie-in location and pipe size.

ANSWER – No storm connection is required.

•If no formal drainage system is required, please confirm that sheet flow to a perimeter edge is acceptable and provide the minimum required finish grade slopes.

ANSWER – No formal drainage system is required. Contractor will be responsible for determining appropriate drainage solutions and grade slopes.

Note: Without drainage clarification, I cannot allocate an accurate drainage allowance. If a full drainage system is required and not currently shown, please clarify.

Waller Creek / Floodplain The project site is near Waller Creek, a FEMA-mapped floodway in Austin. Please advise based on prior paving work performed at this location:

•Does any portion of the project footprint fall within the 100-year floodplain or regulatory floodway?

ANSWER - No •Is a City of Austin Floodplain Development Permit required, and if so, who is responsible for obtaining it?

ANSWER - No •Are there any fill, grading, or mitigation requirements that apply?

ANSWER - No

Permits and Drainage Responsibility The project involves excavation, grading, and paving within the City of Austin jurisdiction. Please confirm:

•Has DPS, as a state agency, already initiated or secured any required permits for this project?

ANSWER - No •If the City of Austin requires a drainage study or engineered drainage system as a condition of permitting, will that design be provided by DPS, or is it the responsibility of the contractor.

ANSWER – It will be the responsibility of the contractor.
