The Texas A&M University System

RFP-22-3482 - CMAR Request for Proposals

Eagle Landing Phase 4

Texas A&M University-Texarkana

Texarkana, Texas

The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of The Texas A&M University System (Owner) and Texas A&M University-Texarkana, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules;

provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the

CMAR construction delivery process as utilized by The Texas A&M University System for the Eagle Landing

Phase 4 (#22-3482) for Texas A&M University-Texarkana in College Station, Texas.

The project includes the construction of six 105-bed, apartment-style residence halls that will house up to 630 students. A mixture of shared and private bedrooms will be available, each with its own private bathroom. Each residence hall will have 3 floors. To comply with the required codes pertaining to fire lane access, the existing road to the west of the site will be rerouted to form a loop around the site, reconnecting with the parking lot just north of Eagle Landing Phase 4. A future clubhouse is also planned to be directly adjacent to the residence halls to provide student collaboration space as well as housing support spaces. This phased approach will allow the campus to meet the growth needs of enrollment in a timely manner as the student population increases. The residence hall bed count was determined through a thorough assessment of the University's goal of reaching a

5,000-student enrollment by the years 2028-2030. The proposed construction type for this project is wood frame construction with an exterior enclosure composed of a mix of masonry and building materials that complement the overall campus identity.

The Planning Amount for the project is $51,800,000, which includes an Amount Available for Construction

Contract (AACC) of $38,384,544. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.
