About this file
This document is Addendum No. 1 to the Solicitation Q&A for asbestos abatement services at the Texas Center for Infectious Disease (TCID), issued by the Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services division in collaboration with the Department of State Health Services (DSHS). The addendum addresses five key questions from prospective bidders regarding project scope, site visit registration requirements, bonding obligations, pipe handling procedures, and consultant engagement. Notably, the solicitation does not include an estimated cost range, site visit attendance does not require advance registration, all standard bonding is required, and pipes containing asbestos insulation shall be removed and disposed of rather than re-insulated. The addendum clarifies that HHSC has not hired a consultant for the project and that contractors are expected to utilize their professional qualifications and experience to anticipate and include any necessary incidentals in their bid pricing to ensure a complete and fully functional safe work area. Bidders must acknowledge receipt of this addendum and return the signed Addendum Acknowledgement Form (PCS 121) with their solicitation response by the due date of June 3, 2026, at 10:30 AM, with failure to do so potentially resulting in disqualification.
The addendum does not provide pricing information, set-asides, incumbent contractor details, or funding source information, as these matters are addressed in the primary solicitation documents. All prospective bidders must comply with the acknowledgement requirements and submission procedures outlined in the addendum to ensure their bids remain eligible for consideration.
