About this file

This addendum issued by the Texas Parks and Wildlife Department clarifies specifications and answers bidder inquiries regarding the exterior painting project at Mission Tejas State Park. The project involves pressure washing, necessary repairs, and application of a protective stain/sealant coating system to three wooden structures: the Headquarters building, Nature Center, and Restroom facility. Work encompasses siding, soffits, fascia, and door and window trim, but excludes roofs. The exterior surface specifications apply only to areas currently brown in color. Bidders must pressure wash only the areas to be stained, allow a minimum of three days of drying time following pressure washing, apply one coat of PPG Proluxe Log & Siding Clear Satin Stain & Sealant in Butternut color (072), and perform necessary repairs to siding prior to stain application. The submission deadline is May 14, 2026, at 2:00 PM CT, and the contract completion date is August 31, 2026. The Notice to Proceed will be issued within sixty calendar days following bid opening.

Key project requirements include pressure washing using manufacturer-recommended cleaning solutions (powdered tri sodium phosphate or phosphate-free substitute with liquid bleach in a specific ratio), caulking around doors, windows, and trims prior to staining, and installation of orange safety fencing where park staff requests. The contractor must protect vegetation, bushes, and trees during work and is responsible for identifying staging areas in coordination with park staff. The park will provide water and electrical utilities, and buildings will remain occupied during the project. Bidders may work on all three buildings simultaneously or sequentially. Liquidated damages of five hundred dollars per week apply for failure to complete work within the required timeframe. Insurance requirements mandate the State of Texas be listed as an additional insured and loss payee on all policies. The existing wood siding is possibly cedar, installed less than ten years ago. Respondents must acknowledge receipt of this addendum by returning a signed copy with their bid submission.
