About this file
This is Addendum No. 1 to an Invitation to Bid issued by the City of Huntsville, Texas for drainage repair work on 19th Street (Bid No. 26-23). The addendum modifies the original contract documents and supersedes previously issued information regarding regulatory requirements and permit responsibilities. The project involves constructing concrete structural support beams, placing fill material and riprap, constructing wing walls, and performing erosion control measures on the 1900 Block of 19th Street. A mandatory site visit was scheduled for May 12, 2026 at 10:00 A.M., with a questions submission deadline of May 13, 2026 at 10:00 A.M. The sealed bid submission deadline is May 19, 2026 at 2:00 P.M. Central Standard Time. The contract term is 90 calendar days from the award date, with a one-year warranty requirement and liquidated damages of $1,500 per calendar day for non-completion, subject to a maximum of five weather delay days.
The addendum clarifies two critical requirements: contractors must comply with TCEQ-20963 and submit SWP3 forms through the City Engineer, and contractors are responsible for obtaining all necessary permits, with the Street and Drainage Superintendent facilitating the permit process and waiving associated fees. All prospective bidders are required to acknowledge receipt of this addendum in writing and submit the signed addendum form with their bid packets; failure to do so will result in disqualification. The City of Huntsville's Procurement Manager is Lucy Gonzalez, CTCD, and questions should be directed to purchasing@huntsvilletx.gov or (936) 291-5495.
