About this file
This is Addendum 01 to a Request for Quotation issued by the Texas Parks and Wildlife Department (TPWD) for the procurement of enclosed cargo trailers. The addendum, dated April 29, 2026, provides clarifications to solicitation number 073-47-78084-COM and addresses three key questions submitted by potential respondents regarding specifications for the trailers. The solicitation requires two enclosed cargo trailers: one 38-foot gooseneck model and one 16-foot bumper pull model. The bid submission deadline remains May 12, 2026, at 2:30 PM Central Standard Time, with bids to be submitted in person at the Senator West "Doing Business Texas Style Spot Bid Fair" in Irving, Texas. TPWD will evaluate submissions using best value criteria, and the contract term runs from issuance through delivery and final acceptance, with acceptance inspection and performance testing not to exceed five working days.
The addendum clarifies several technical specifications that conflicted in the original solicitation. For Item 1 (38-foot gooseneck trailer), torsion axles as specified in section 3.1.17 are the correct requirement, and the reference to section 3.1.30 regarding multi-leaf or slipper spring suspension is incorrect. For Item 2 (16-foot bumper pull trailer), the correct specification is two axles rated at 3,500 pounds each with a combined Gross Vehicle Weight Rating (GVWR) of 7,000 pounds. The addendum also provides registration and titling instructions, requiring respondents to title and register all equipment as exempt registration to TPWD's address at 4200 Smith School Road, Austin, Texas 78744, with submission of the original Manufacturer's Statement of Origin and completed TxDMV form 130U. All pricing must be quoted on an F.O.B. destination basis with freight prepaid, and respondents must acknowledge receipt of this addendum with a signed copy submitted with their proposal.

ADDENDUM
Addendum Number: 01 Date: April 29, 2026 Solicitation Number: 073-47-78084-COM Solicitation Title: Enclosed Cargo Trailers – Gooseneck and Bumper Pull Due Date/Deadline: May 12, 2026 at 2:30PM, CST – BID FAIR ONLY Purchaser: Melissa Long, CTCD
PURPOSE OF ADDENDUM: CLARIFICATIONS
Except as provided herein, all Terms and Conditions of the document referenced herein, remain unchanged and in full force and effect. The following are specifications to this solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your response.
Questions and Answers Question 1: Item 1:
3.1.17 - This requirement states either 5K or 8K torsion axles
3.1.30 - This requirement states multi-leaf spring or slipper spring suspension.
• These two requirements are contradictory. Torsion axles have the suspension built in and provide a smoother ride at a higher cost. Leaf and slipper type suspensions are standard and less expensive but a rougher ride.
• Standard on a trailer this size would be 7K leaf spring drop axles providing a 14K GVWR. 8K axles would put the trailer over the GVWR implied by 3.1.11 and 3.1.12.
• Are 7K leaf suspension acceptable or are 7K torsions required?
Answer: 3.1.30 is incorrect for this trailer and the example trailers provided utilize Torison axles as listed in 3.1.17. The reference to 8K was simply a point of range for minimum/maximum specifications, and it is incorrect.
Question 2: Item 2:
3.2.13 - GVWR of 14K
3.2.13 - GAWR of 7K (per axle rating) However, 3.1.11 states 3.5K spring axles with electric brakes.
• Is the correct spec 7K spring axles with 14K GVWR?
Answer: 3.2.13 refers to Item No. 2 Enclosed Cargo Trailer Bumper Pull Sixteen (16) Feet – Two axles 3,500 lbs. each (reference: 3.2.11). With a GVWR weight of 7,000lbs.
