About this file
This is a Price Form document for the Teacher Retirement System of Texas (TRS) Request for Proposals for professional audit services. The RFP seeks a qualified audit firm to conduct comprehensive financial statement audits, Government Accounting Standards Board (GASB) schedules audits (Statements 67/68 and 74/75), internal controls and compliance reviews, and required supplementary information for fiscal years 2027 through 2032. Respondents must submit proposals by May 29, 2026 at 3:00 p.m. Central Time, with a mandatory pre-proposal conference scheduled for May 7, 2026 and a question submission deadline of May 12, 2026. The initial contract term is two years from the effective date with three optional one-year renewal terms available. Top-ranked respondents will be invited for presentations and site visits in June 2026, with final selection by the TRS Board of Trustees anticipated in September 2026.
Respondents must propose fully loaded, firm-fixed prices or hourly rates that are inclusive of all costs of performance, including materials, equipment, labor, communications, and planning. Price escalation for optional renewal terms is not permitted. Travel expenses may be reimbursed on a case-by-case basis with prior written approval from TRS' Contract Manager, limited to direct costs at State of Texas per diem rates. Proposed pricing will be evaluated based on fairness, reasonableness, and overall value for TRS. Respondents are required to use the specified Price Form format, and failure to do so may result in disqualification. No specific budget range or award value is identified in the procurement documents, and respondents are responsible for all proposal preparation and submission costs.
