About this file

This is a Notice of Intent to Make a Proprietary Sole Source Purchase issued by the Texas Juvenile Justice Department (TJJD) for accreditation services. The procurement seeks accreditation services for Evins State Juvenile Correctional Facility to evaluate compliance with nationally recognized juvenile correctional standards. The intended sole source vendor is the American Correctional Association (ACA) located in Alexandria, Virginia. Potential competing bidders must submit written responses by May 8, 2026, at 2:00 PM Central Time if they believe they can provide equivalent goods or services. The anticipated contract term runs from May 10, 2026, through May 9, 2030. Interested parties should direct inquiries to Procurement Officer Evelyn Green at the TJJD offices in Austin, Texas.

The contract is valued at $33,000 per year, not to exceed $165,000 for the entire four-year contract period. The justification for the sole source designation is based on ACA's exclusive status as the only national accreditation body capable of accrediting both adult and juvenile correctional agencies and facilities using nationally recognized ACA expected practices. TJJD asserts that the audit assessment must be completed by ACA auditors and that accreditation decisions are granted solely by the Commission on Accreditation for Corrections, which is part of ACA. The agency states that ACA does not partner with third-party vendors offering comparable accreditation services, making it the sole viable source for this specialized service requirement.
