About this file

This is a Questions and Answers Addendum for Request for Bid (RFB) #100 BFJS issued by Burke, a municipality in Lufkin, Texas, soliciting bids for regularly scheduled janitorial services across thirteen locations. The services encompass routine cleaning, floor care services (strip/wax/buff), and window cleaning as needed at facilities including Burke Industries, Angelina Mental Health, Central Administration, Consumer Benefits, ECI-Lufkin, ECI-Nacogdoches, ETBHN Pharmacy, Houston County Mental Health, IDD Authority, IDD Provider, MHEC, San Augustine, and Veteran's Building. The RFB allows vendors to bid on one or more locations individually or by region, with Burke providing all basic supplies including toilet tissue, paper towels, hand soap, trash liners, and cleaning chemicals. Interested vendors may schedule site visits to assess the facilities. Questions were posted on May 13, 2026, with bids due by May 18, 2026, at 2:00 p.m., and performance beginning June 1, 2026. The facilities include a combined total of 40 bathrooms and 13 breakrooms/kitchens, with MHEC requiring daily seven-day-a-week service and most other locations operating Monday through Friday during standard business hours, except MHEC which operates twenty-four hours daily.

The addendum addresses critical bidding considerations including vendor capacity, service frequency, facility specifications, and operational constraints. Burke does not provide estimated labor hours per location, requiring vendors to estimate based on site visits and available information. Floor care services (strip/wax/buff) are priced separately under Exhibit B and not included in monthly pricing. Burke expects re-cleans at no cost if services do not meet established standards, with scheduling coordinated through location point-of-contact personnel. One vendor requested religious accommodation for MHEC (unavailable Friday night through Saturday), but Burke mandated daily seven-day-a-week service at that location. All services are provided at one-story facilities with interior window cleaning only. The addendum does not disclose the current contract value, incumbent contractor information, budget allocations, pricing terms, or funding sources, instructing prospective bidders to obtain complete RFB documentation through Burke Central Administration, the Burke website, or the Texas Smart Buy procurement portal.
