About this file

This Addendum No. 1 document, issued by the Texas Comptroller of Public Accounts Statewide Procurement Division, provides clarifications and specification updates for Invitation for Bid (IFB) No. 304T-26-071A2.1 for prison transport buses. The addendum addresses key differences between the original 304T-26-071A2 solicitation, which did not result in a contract award, and the updated 304T-26-071A2.1 version. Respondents who previously submitted applications must resubmit new responses to the updated solicitation to be considered for contract award. The questions submission deadline is April 23, 2026, with responses provided by April 28, 2026, and sealed bid responses due May 11, 2026, at 1:30 p.m. Central Time. The initial contract term commences upon Notice of Award and expires August 31, 2027, with four renewal options available through August 31, 2030, plus one additional year.

The addendum details multiple specification modifications to the bus requirements, including reduced front axle capacity from 12,000 to 10,000 pounds, removal of the air suspension requirement, reduced minimum horsepower from 430 to 335 horsepower, modified engine idle shutdown timing from 10 minutes to 5-10 minutes, adjusted window tinting specifications from maximum 70% light transmission to between 70-74%, changed glass type from tempered safety glass to laminated glass, and modified roof tint specifications from five percent to between 28-31% tint. The Mandatory Price Sheet is available in both .xml and .xlsx formats, and respondents may submit either format with their response. Respondents must acknowledge receipt of this addendum by signing and returning it with their response; failure to submit the signed addendum may result in disqualification.

IFB NO. 304T-26-071A2.1 ADDENDUM NO. 1

CONTRACT SPECIALIST: Ross Barnard, CTCD, CTCM

The purpose of this addendum is to provide responses to questions received.

QUESTIONS AND ANSWERS:

Question 1: Can you share the difference between the 304T-26-071A2 Prison Bus solicitation and the 304T-26-

071A2.1 Prison Bus solicitation? Why are there two solicitations that appear to be identical?

Answer 1: CPA did not award a contract under 304T-26-071A2. Interested Respondents must submit a response to

304T-26-071A2.1 to be considered for a contract award. The updated solicitation includes the following specification changes:

• Attachment G, A.7: Front axle minimum capacity changed from 12,000 lbs to 10,000 lbs

• Attachment G, A.7: Removed air suspension requirement

• Attachment G, B.3: Reduced minimum horsepower from 430 hp to 335 hp

• Attachment G, B.7.c: Changed engine idle from “shut down at 10 min” to “shut down in 5 - 10 minutes”

• Attachment G, R.1.a: Changed “Tinted max: 70% of light transmission” to “Between 70% - 74% light transmission”

• Attachment G, R.1.b: Changed “Tempered safety glass” to “Laminated glass”

• Attachment G, T.3: Changed “Five percent tint” to “between 28% - 31% tint”

Question 2: We submitted an application on 4/9/2026 via E-mail, but we see there is another one with similar information (the 2.1 version). Do we have to resubmit our application?

Answer 2: Yes, Respondents must submit a new response to this updated solicitation, 304T-26-071A2.1, if still interested in the opportunity.

Question 3: Is there an issue with attachment #7? ESBD_508019_1776456099973_6_MPS 304T-26-071A2.1
