About this file
This is Addendum #2 to a Request for Proposal (RFP) issued jointly by the Texas Real Estate Commission (TREC) and the Texas Appraiser Licensing and Certification Board (TALCB) for License Examination Development and Administration Services (RFP No. 329-26-30001.2 Rebid). The addendum, issued May 1, 2026, addresses respondent questions and clarifies RFP requirements. The RFP was reissued due to updates to the required remittance fee amount in multiple sections. Key implementation dates remain unchanged, with test scheduling services required to be fully operational by July 15, 2026, and license examination administration commencing September 1, 2026. The Agency acknowledges the compressed timeline between award and go-live (reduced from 19 weeks to approximately 5 weeks) and may consider alternative implementation plans submitted by respondents that ensure service delivery by September 1, 2026. Respondents must acknowledge receipt of this addendum along with Addendum #1 (posted April 17, 2026) or risk disqualification.
The addendum clarifies that the VetHUB Homeland Security Subcontracting Plan is required only if subcontracting is proposed, that the VetHUB Subcontracting Forms were provided as part of Addendum #1, and that subcontractors will be evaluated based on the specific scope of work proposed rather than uniformly against all prime contractor requirements. Regarding candidate study materials, the revised language specifies that examination content outlines must include all sample exam questions available and provided by the AQB, rather than a minimum of 25 sample questions. The addendum maintains existing intellectual property provisions, clarifying that contractor-developed materials remain the vendor's property, state-specific items become state property, and the state receives a non-exclusive, royalty-free license for items created or derived from the vendor's test item banks. No changes to pricing, budget, or contract term were introduced in this addendum.

RFP No. 329-26-30001.2 (Rebid)
Addendum #2 Date Issued: May 1, 2026
The purpose of this addendum is to provide responses to Respondent questions and to include additions, deletions, or modifications to the RFP.
Section 1. Response to Respondent Questions
In accordance with Sections 1.11. Questions, TREC/TALCB provides the following responses to questions submitted to this RFP:
Section Reference
Question Response
1 General Could the Agency please share why the RFP was initially canceled and then reissued?
The Agency updated the required remittance fee amount set forth in sections 4.1.3, 4.3.16, 5.1.3, and
5.3.16 of the RFP.
2 General - Timetable
In this rebid RFP, the key implementation dates appear unchanged from the original 2025 RFP, but the timeline between expected award and go-live has been significantly compressed. The original 2025 RFP would have provided roughly 19 weeks between expected award and the July 15, 2026, scheduling-readiness target; under the rebid, that window is reduced to about 5 weeks.
To provide a fair and reasonable implementation period for any newly awarded vendor, please confirm:
a. whether the September 1, 2026, service start date is subject to amendment, and
b. whether the Agency will allow any flexibility in the transition and implementation timeline for a new vendor
The Agency acknowledges the difference in the expected contract award date from March 1, 2026, under the original solicitation, to May 15, 2026, under the current RFP. Pursuant to Section 1.7.1, Initial Contract Term, administration of license examination services must begin on September 1, 2026. Pursuant to Section 1.5, Project Overview, the Agency would like the selected contractor to have test scheduling services fully operational by July 15, 2026. However, the Agency, in its sole discretion, may consider plans submitted as part of a solicitation response that ensures administration of license examination services by September 1, 2026.

Question Response
3 Section 2.9 VetHUB Subcontracting Plan. Page 11
This requirement suggests that the HSP is needed only if subcontracting is proposed; however, Section 7.2.2 appears to require Attachment J with the proposal. Can you please confirm whether a fully self-performing bidder must submit the VetHUB HSP? If not required, do other forms have to be submitted?
Refer to Addendum #1, Section 2, Item 2.1, revised language for Section 7.2.2 VETHUB Subcontracting Forms.
4 Attachment J - VetHUB
The rebid RFP states that Attachment J – VetHUB Subcontracting Forms is provided as a separate PDF file. However, we do not see Attachment J or a separate forms package with the solicitation materials. Please confirm whether the Agency intends to issue a separate Attachment J – VetHUB Subcontracting Forms package, or whether respondents should complete the HUB/HSP forms currently embedded in the RFP materials for this rebid.
The VETHUB Subcontracting Forms referenced in the RFP were added as a part of Addendum #1, which was posted to the ESBD on 4.17.26.
5 Section 4.6.6 (a), page 19, Candidate Handbook/Study Material
The AQB owns the content for its exams. There are currently 18 sample questions on the AQB website. Will these suffice to be included in the Candidate Handbook, in lieu of the 25 sample questions mentioned?
Refer to Addendum #1, Section 2, Item 2.2, revised language for Section 4.3.6 (a) Candidate Handbook/Study Materials.
6 Section 5.3.6 (a), Since the NHIE is developed and owned by the EBPHI, please verify that the sample exam is NOT to be included in the CIB. (EBPHI has several Practice exams available for purchase on their website.) In addition, since the State portion is only 30 items, please verify that a smaller number of sample items (e.g., 4-5) will suffice.
Respondents must comply with Section 5.3.6 (a) Candidate Handbook/Study Material as outlined in the solicitation.
7 General Does the State understand that the vendor will retain and own solely all rights, title and interest, including copyrights, of existing proprietary computer programs, source code, materials, and intellectual property that have been previously developed by the Vendor or its 3rd party licensor (“Contractor Intellectual Property”), some of which may be trade secret, copyright, patent and
Refer to sections 4.2.2 (b) and
5.2.2 (b) of the RFP and Attachment A, Terms and Conditions, section B.24, Property Rights, of the RFP.

Question Response trademark protected, and that any changes or modifications to the Contractor Intellectual Property suggested or required by State are hereby assigned by State to the Vendor, and the Vendor will own solely all rights, title, and interest, including copyrights, in such changes and modifications?
8 General Does the State understand and agree that if State specific items are developed for State then they shall become the property of State, and the vendor will continue to be the exclusive owner of existing test items provided or derived from the vendor’s general and state item banks ("Root Items")? Presuming the answer to this question is yes, does the State agree that for any items created or derived from Root Items or jointly developed under the Agreement, State shall have a non-exclusive and royalty-free license to use these items only in connection with the State’s testing program (during the term of this Agreement).
Refer to section 4.2.2 (b) and 5.2.2
(b) of the RFP and Attachment A, Terms and Conditions, section B.24, Property Rights, of the RFP.
9 General RFP Section 2.8 states subcontractors must meet the "same requirements and level of experience" as the prime. Can the Agency clarify if this applies to all requirements, including the 5-year professional experience minimum (Section 3.1), or if this is evaluated proportionally to the subcontractor's scope of work?
Subcontractors will be evaluated based on the specific scope of work they are proposed to perform. The prime contractor is responsible for ensuring all subcontractors are qualified and for their overall performance under any resulting contract.
10 General Can TREC confirm the desired JTA format? Does TREC prefer the vendor perform a traditional survey-based JTA method?
Respondent must comply with Section 4.2.1 a. and Section 5.2.1
a. Job Analysis as outlined in the solicitation.
