Summary of Addendum #1 to RFP 2026-1190
This addendum modifies the Request for Proposal issued by Texas Tech University (TTU) for Research and Development Goods and Services. The addendum addresses ten substantive questions from proposers regarding warranty structures, agreement scope, entity coverage, award structure, and contract terms. TTU clarified that the procurement is intended to create a master agreement serving TTU's ongoing R&D needs on a multi-award basis, with an initial four-year term plus four optional one-year renewals. The addendum revises the proposal submission deadline from Thursday, April 30, 2026, at 12:00 PM Central Time to Monday, May 4, 2026, at 4:00 PM Central Time. The Solicitation Conference remains scheduled for Wednesday, April 22, 2026, at 2:00 PM Central, and the written questions deadline is Friday, April 24, 2026, at 5:00 PM Central. Proposals will be opened on May 4, 2026, at 4:00 PM Central, with evaluation anticipated between May and July 2026.
Regarding pricing and contract terms, TTU indicated that proposers may submit either central warranties or product-specific warranty packages and may present pricing as either a blanket discount for all products or varied discounts by product category. The discount percentage must remain firm for a minimum of twenty-four months following contract execution, with TTU's preference that discounts remain firm for the entire contract term including renewal years. TTU clarified that awarded contracts are non-exclusive but should provide best value to encourage utilization. Proposers may offer deeper discounts than submitted in their RFP response following contract award, provided they maintain the minimum discount percentage committed in their proposal. The procurement will allow group purchasing by certain agencies beyond TTU, and proposers must acknowledge receipt of this addendum on their Proposal Response Form.

ADDENDUM #1
DATE: April, 29th 2026
TO: All Proposers
FROM: Miranda Ramos, Project Manager, Office of Procurement Services
SUBJECT: Texas Tech University RFP 2026-1190 Research and Development Goods and Services
NOTICE TO ALL PROPOSERS:
The following shall be incorporated into and become a part of the original Contract Documents and Specifications of the above-identified project.
You must acknowledge receipt of this Addendum by noting it on your Proposal Response Form.
Item #1: Questions & Answers
Question 1: Regarding warranties being offered, is TTU looking for a central warranty for all products, or a cost breakdown with a specific warranty for each product?
Answer: Proposers are welcome to submit either a central warranty or warranty packages; whichever aligns most closely with the company’s model.
Question 2: Is this solicitation intended primarily to meet a specific purchase, or to meet TTU’s needs and lead to a master agreement?
Answer: Meet TTU’s needs and lead to a master agreement.
Question 3: Is this RFP intended for all TTU entities, or only for Texas Tech University?
Answer: This is intended only for Texas Tech University; however, the RFP terms include group purchasing language that would allow certain agencies to use the contract (see Section 4.15 of the RFP).
Question 4: Is this intended to be a single or multi-award?
Answer: Intended to be a multi-award.
Question 5: What would the term of the award look like?
Answer: An initial four (4) year agreement that includes an additional four
(4) one (1) year renewals.
Question 6: Would it be acceptable to showcase a list of products with the current pricing, then show a table that compares current pricing to the discount?
Answer: Yes, a list of products with current pricing is acceptable. A table showing the original price and the discount is preferred if a list is to be provided. Product categories or descriptions are also acceptable in lieu of a comprehensive list.
Question 7: Is a complete equipment price list required in the submission?
Answer: No. The preferred pricing format is either to submit a blanket discount for all products or to provide varied discounts for product categories. This method is preferred because a company may continuously update equipment lists with new models, and the intent of the RFP is to negotiate agreements that will span multiple years.
Question 8: Following the award of a Contract, can the Proposer provide quotes at a deeper discount than what is provided in the RFP response?
Answer: Yes. Any discounts provided in response to this RFP represent the minimum discount that must be applied to all quotes following an awarded contract. Additional discounts and value-ads can always be provided.
Question 9: Referencing Section 4.22 Compensation and Fees of the RFP, what Contract Pricing must remain firm? Must the unit cost of all equipment remain firm or the discount percentage?
Answer: Per previous answers in this Addendum, the preferred pricing method is to provide a discount structure. The discount percentage must remain firm for at least twenty-four (24) months. It is highly preferred that the discount remain firm for the entire Contract, including all renewal years, as a discount structure is less susceptible to market fluctuations.
If a comprehensive product price list is provided, such prices must remain firm for twenty-four (24) months following Contract execution in accordance with Section 4.22.
Question 10: Will TTU be required to utilize the awarded Contracts?
Answer: Per Section 3.11 of the RFP, awarded Contracts are not exclusive. The intent of this RFP is to create favorable Contracts direct with manufacturers. While not exclusive, an awarded Contract should provide the best value to TTU, thereby encouraging its utilization.
Question 11: Regarding Section 4.11 of the RFP, It is stated that a Proposer must agree and comply with among other things “applicable regulations and TTU Operating Policies and Procedures”. The links do not work but I was able to pull them manually. They appear internal to TTU operations and less applicable to a Proposer/supplier. I have concerns given that each link contains multiple additional links and many sections/pages of details.
Can you itemize which sections in each of these pages specifically apply to Proposers of this RFP?

Answer: Depending on the scope of the goods or services, the Proposer will be required to comply with all policies and regulations, as well as State of Texas and federal laws.
