This is a Statement of Work and Request for Information (RFI) issued by the Texas Veterans Commission (TVC) seeking a qualified venue to provide lodging, meeting space, and audio/visual services for the 2027 TVC Annual Conference. The procurement will award one contract to the vendor offering the best value based on pricing, experience, location, availability, and overall approach. The event will be conducted over five consecutive days between October 2027 and January 2028 (excluding federal and state holidays), requiring four room nights of lodging. TVC anticipates 592 direct-bill attendees per night at peak capacity, with an additional courtesy room block of up to 230 rooms per night at no financial obligation to the state. The vendor must provide 24 meeting spaces including one large general session room (capacity 700-800), a secondary ballroom (capacity 200), up to 24 breakout rooms (capacity 35-50 each), and four boardrooms or support rooms. The facility must be located within Texas with preferred locations in the Dallas-Fort Worth Metroplex, Houston, Galveston, San Antonio area, Austin, Corpus Christi, or Bryan/College Station. Respondents must demonstrate capacity, be in good financial standing, and provide three references from similar projects within the past five years. The contract term extends from date of award through completion of services, with termination upon full performance unless extended.

Pricing will be based on actual usage with no attrition penalties, deposits, or advance payments required. The vendor must provide complimentary Wi-Fi in all guest rooms and meeting spaces, comprehensive audio/visual services including podiums, microphones, projectors, screens, and technician support for general sessions and breakout rooms, and a computer lab with internet access for 32 computers. Additional requirements include minimum of 10 ADA-compliant rooms per night with roll-in showers preferred, 10 rooms with refrigerators and microwaves, one complimentary room per 40 rooms booked, one complimentary suite, five suite upgrades, parking for 700-800 attendees onsite or within one to two blocks, a dedicated registration area, secure planning room for 20 staff, secure A/V equipment storage, 24-hour access to all contracted spaces, and a detailed facility map. The facility must comply with all ADA Title III requirements, maintain a 70/30 split if overflow lodging is used with overflow properties within walking distance, and provide complimentary coffee and water service in meeting rooms. The vendor should identify all costs associated with power, charging stations, and Wi-Fi on the pricing sheet and may leverage local Convention and Visitors Bureau partnerships to enhance value.
