About this file

This is Addendum No. 1 to Request for Proposals 739-SL3792695 issued by Texas Tech University Health Sciences Center (TTUHSC) for American Sign Language interpretation services. The addendum provides responses to vendor questions regarding documentation requirements, certification standards, and service specifications. TTUHSC anticipates awarding multiple vendors based on service location needs across its five campuses. Historical utilization data indicates approximately 1,000 total annual hours of interpretation services, with projected utilization of 40+ classroom and clinical hours in Summer 2025, 200+ clinical hours in Fall 2025, and 275+ classroom hours in Spring 2026. Currently, two students require sign language interpretation services. The contract term begins upon execution and expires August 31, 2027, with two optional one-year renewal periods available through August 31, 2029. Written questions were due by April 17, 2026, with proposals due by 4:30 PM Central Time on May 6, 2026.

TTUHSC requires proposers to submit company-level and individual interpreter certifications, permits, licenses, and insurance documentation, with commercial general liability insurance minimums of two million dollars aggregate and one million dollars per occurrence. Proposers may submit standard rate sheets if suited to TTUHSC's intended use, though specific pricing format details should reference section 6.1 of the RFP. TX-RAMP compliance requirements are anticipated to be low for this solicitation but will be enforced if applicable. Background checks and onboarding requirements including immunizations, badges, and drug screening vary by clinic and hospital location, with vendors responsible for completing their own onboarding processes. All interpreters must comply with TTUHSC's code of conduct and maintain a 98 percent assignment fulfillment rate and 98 percent punctuality standard. No incumbent vendor information was provided; interested parties must submit open records requests through the Texas Tech University System. After-hours support requirements range from 24 to 50 hours annually.

RESPONSE TO QUESTIONS

The following responses to participant questions are fully incorporated into the Request for Proposals 739-SL3792695.

Question TTUHSC Response

1. Please clarify what documentation TTUHSC expects proposers to provide to demonstrate evidence of certifications, permits, licenses, and insurance.

• Proposers should include company-level documentation and certification documentation for each interpreter anticipated to perform services.

2. Please clarify under what circumstances TX-RAMP compliance would be required for this solicitation.

• TTUHSC expects the likelihood for TXRAMP certification related to this solicitation to be low, however if a proposer's services does contain a component that qualifies, the requirement will be enforced.

3. Does TTUHSC consider cloud-based scheduling or management platforms used to fall within the scope of this requirement?

• Cloud computing or software is not anticipated to be acquired by TTUHSC through any resulting agreement or purchase transaction.

4. What level of compliance or documentation is expected? • Please reference section 5.4

5. Can TTUHSC provide historical utilization data, including total hours, as well as any anticipated future projections? If available, please include a breakdown by onsite vs. virtual

(VRI) services and by campus/location

• Summer 2025: Classroom and Clinical Hours = 40+

• Fall 2025: Clinical Hours = 200+

• Spring 2026 Classroom Hours = 275+

6. Can TTUHSC share approximately how many students currently require sign language interpretation services across all TTUHSC programs/campuses?

• Currently, there are two.

7. Please clarify whether background checks should be conducted by the proposer using a vendor of their choice or whether TTUHSC requires background checks to be conducted through a specific process or vendor. Additionally, please provide details regarding site-specific onboarding requirements for interpreters (e.g., immunizations, badges, background checks, drug screening), including which requirements apply and anticipated costs to the proposer.

• Clinic and hospitals will have specific requirements that vendors will need to follow. Vendors will be expected to complete their own onboarding process and there is a specific code of conduct that all interpreters are required to follow.

8. If TTUHSC elects to award to multiple vendors, please clarify how assignments will be distributed among awarded vendors

(e.g., rotational assignment, departmental discretion, best-fit basis, or other method).

• Awarded vendors will be distributed based on the location of the services needed.

9. The RFP states that TTUHSC intends to award an agreement with the vendor submitting the best-value proposal, but also reserves the right to award multiple agreements. Will the contract be awarded to a single vendor, or does TTUHSC anticipate awarding multiple agreements?

• We hope to award multiple vendors.

10. May proposers attach their standard rate sheets in lieu of a custom format? Kindly confirm that our rate sheets will satisfy this requirement.

• Please reference section 6.1

11. Can TTUHSC share its current incumbent(s) and rates?

• You will need to submit an open records request through the Texas Tech

University System

12. Can TTUHSC provide total annual hours or assignment counts for sign language interpretation over the past 12–24 months?

• Total annual hours: approximately 1000 hours

13. Can TTUHSC provide historical data distinguishing scheduled, after-hours, and emergency assignments? The RFP requires support for both recurring semester-long and ad hoc emergency requests.

• After hours include 24-50 hours
