About this file

This is Addendum No. 2 to Request for Proposals 739-SL3732580 issued by Texas Tech University Health Sciences Center (TTUHSC) for an AI-enhanced dictation and transcription solution. The RFP seeks a cloud-based, HIPAA-compliant Software-as-a-Service platform to support approximately 150 users across six outpatient clinical departments at the Amarillo campus, with real-time and ambient voice-to-text capabilities integrated with the current Electronic Health Record system (Altera Touch Works) and compatible with a planned future migration to Epic. The solution must support both iOS and Android mobile devices operating on guest WiFi networks, include Spanish language support, and integrate with single sign-on via Entra or Azure AD. TTUHSC prioritizes reducing turnaround time for clinical documentation and expects all providers and resident staff to use the solution. The addendum clarifies that all six departments are expected to launch simultaneously, though TTUHSC departments may request phased rollout, and confirms that no on-site pilot is required, though vendors in the Texas Risk and Authorization Management Program (TX-RAMP) process are acceptable.

The responses to participant questions indicate key technical and operational requirements for proposal submission. Implementation should not require extensive on-site presence, and vendors must be prepared to support integration with the existing identity management infrastructure. TTUHSC will evaluate proposals based on pricing (35%), proposer experience and reputation (15%), software and service specifications (35%), and account service and support (15%). The contract term begins upon execution and expires August 31, 2028, with three optional one-year renewal periods extending through August 31, 2031. Payment terms are Net 30 days, and any resulting contract valued at $1 million or more requires contractor filing of Form 1295 with the Texas Ethics Commission and compliance with VetHUB Subcontracting Plan requirements under Texas Administrative Code Section 20.14.
