About this file
This is an Addendum #2 (Questions and Answers document) for Texas Southern University's Request for Offer (RFO) #717-26-742 for Website Redesign Services, Phase 1 discovery and strategic planning. The project encompasses a comprehensive review of TSU's web ecosystem, which includes approximately 50-75 distinct sites and subsites across multiple domains containing 10,000-15,000 total webpages, with approximately 2,400 active URLs in the primary domain. Phase 1 is a standalone engagement with a scope less than $100,000, designed as a discovery and strategic planning phase to establish an anchor point for Phase 2 redesign and to support a Centennial-ready website launch by January 1, 2027. The discovery phase should include a minimum of one survey, 5-20 interviews and/or workshops engaging approximately 15-30 stakeholders from executive leadership, enrollment management, advancement, marketing and communications, and academic departments. Deliverables must include a tiered audit prioritizing key enrollment-driven areas, technical architecture review, SEO assessment, accessibility evaluation against WCAG 2.1 AA standards, content inventory, implementation roadmap with timelines and budget estimates, and Microsoft Office Suite consumable outputs. Phase 1 services are expected to be completed within 8-12 weeks from contract execution, with an anticipated 3-6 week administrative period between award notification and contract execution. The successful Phase 1 vendor is encouraged but not required to bid on Phase 2, which will be awarded through a separate solicitation. Engagement will be primarily virtual with potential on-site kickoff and final presentations.
Pricing must be submitted as fixed-price proposals only; no hybrid pricing models, optional pricing, or alternate scope items are acceptable. TSU currently uses Modern Campus as its CMS (vendor-hosted) with integrations to Ellucian Banner and Canvas, Yuja for accessibility analytics, and Google Analytics for website performance. The university has approximately 100 content managers across departments, with governance structures currently in place but requiring strengthening. Respondents must be prepared to provide higher education references (preferred over commercial experience), detailed itemized costs with grand totals, and calendar days needed to commence services, with pricing quoted on an FOB destination basis with freight prepaid. No incumbent vendor is identified, and all work products are considered works made for hire belonging exclusively to TSU. Contractors must maintain workers' compensation and commercial general liability insurance with minimum limits of $500,000 per occurrence and $1,000,000 aggregate, and retain all records for seven years after contract expiration. Proposals must be submitted in hard copy and on flash drive to the TSU Purchasing Office; electronic submissions are not permitted.

The overall development scope will be a subset of URLs in the TSU.EDU domain and a few others. Though the development scope may be a subset, we request a roadmap for what the future should look like within our web environment.
12. Approximately how many total webpages and assets exist across the current environment? Response: There are approximately 2400 URLs in the primary domain.
Across all domains, subsites, and platforms, the university likely maintains on the order of 10,000–15,000 webpages.
