About this file
This is an Invitation for Bids (IFB) issued by the Texas Historical Commission (THC) for lighting installation services at Washington on the Brazos State Historic Site in Washington County, Texas. The project involves the removal of one existing light pole and lights, along with the installation of three new 35-foot pole lights using existing bases, LED lighting packages (specifically McGraw Edison GALN-SA4D models at 740 volts in T3, T4, and 5WQ configurations or equivalent brightness), and electrical service connections. The IFB was posted on April 2, 2026, with mandatory site visits scheduled for April 8th and 15th from 10:00 AM to 4:00 PM. The bid submission deadline is April 17, 2026, at 2:00 PM CST, with evaluations beginning April 20, 2026, interviews with top candidates on April 21, 2026, and an expected notice of intent to award on April 22, 2026. The contract is anticipated to begin on April 27, 2026, and the project scope must be completed within 90 days of award. The contract may be extended by written agreement for one year with two optional one-year extensions. Bidders must have a minimum of five years of experience in similar work and must submit a signed Site Visit Form as a requirement for proposal acceptance.
Pricing for the project is to be submitted on the Price Schedule Sheet (Exhibit II) with a total lump-sum bid price that includes all labor, materials, delivery, and installation costs. The IFB does not establish any guaranteed minimum or maximum compensation amounts. There are no set-asides specified for small businesses, veteran-owned businesses, or other disadvantaged categories, though VetHUB certification is noted as voluntary. Bidders must provide proof of insurance and comply with all state procurement regulations, including certifications regarding lobbying, conflict of interest, and past performance evaluations. Payment is contingent upon THC's acceptance of deliverables and will be made monthly upon submission of itemized invoices supporting the work completed. THC reserves the right to withhold payment if disputes remain unresolved after 30 days, work verification is pending, or the contractor becomes delinquent on child support obligations. The contract is subject to continued availability of funding and may be terminated if appropriations are cut or funding becomes unavailable.

2.12.2 A formal protest shall be emailed to the ED’s attention at bidprotest@thc.texas.gov, must be sworn, and contain the following:

C. CHANGES IN SCOPE OF GOODS AND SERVICES.
Changes in the scope of goods and services that affect the costs provided for in the Contract must be approved by THC by amendment to the Contract. No compensation will be allowed for work performed without such amendment.
Price adjustments are based on indices. Upward or downward adjustments may be correlated to a published price index such as the Consumer Price Index (CPI) or Producer Price Index (PPI). The Bureau of Labor Statistics publishes the CPI and PPI, which measure price changes over time for different goods and services. They may be used to account for inflation in long-term contracts without requiring frequent re-solicitations. Identify the applicable index such as the following:
• CPI: number/description – Pertains to labor and services
• PPI: number/description – Pertains to commodities or goods Also, designate the formula to be used. When using the most recent monthly information from the index, the Bureau of Labor Statistics recommends using the following formula to calculate the allowable percent price change:
(B-A) ÷ A x 100% = Percent of allowable price change; where:
A = Index from the month of the Bid due date or the effective date/month of the most recent approved price change; and B = Current or latest baseline index
Specify how frequently price adjustments may occur during the term of a contract: quarterly, annually, or another time period that best fits the commodity or service.
NOTE: THIS FORM MUST BE COMPLETED, SIGNED, AND RETURNED WITH THE BID RESPONSE.
