About this file
This is Addendum 01 to an Invitation for Bid (IFB) issued by the Texas Parks and Wildlife Department (TPWD) for solicitation number 802-26-75664, dated April 8, 2026. The addendum provides clarifications and answers to ten questions submitted by potential bidders regarding the procurement of four 15-foot aluminum boat packages, each including a 40 horsepower outboard tiller motor and aluminum boat trailer for the Law Enforcement Division. The original bid deadline of April 16, 2026, at 2:00 p.m. Central Standard Time remains unchanged. Key clarifications address fuel cell specifications (rejecting permanently fixed 8-gallon alternatives in favor of portable 6.6-gallon ABYC-approved polyurethane cells), seat mounting locations (mounted on raised platforms at stern and bow), jack plate requirements (hydraulic Vance Kick-up models appropriate for the vessel and motor), trailer equivalency (requiring clear specification articulation to demonstrate equivalency to E-Z Loader 1554 or Magic Tilt 1554), wheel material standards (maintaining galvanized wheel requirements without aluminum alternatives), non-skid liner acceptance (clarifying Linex as acceptable despite differences from SeaDek), cleat installation methods (accepting either four welded cleats or T-rail system installation), and motor equivalency standards (specifying Suzuki 40atl5, Mercury SeaPro 40, or approved equivalents). Bidders are required to acknowledge receipt of the addendum and return a signed copy with their proposal submission.
The addendum establishes that brand specifications serve as descriptive references indicating type and quality desired, with products from alternate manufacturers acceptable as "TPWD approved equivalents" provided they meet all salient technical characteristics outlined in Section 4 of the IFB document. Notably, manual jack plates such as the CMC-BA 130 are rejected as non-equivalent to the specified hydraulic Vance design. No pricing information, set-asides, funding sources, or incumbent contractor details are addressed within the addendum itself, as these provisions remain governed by the original solicitation document. All respondents must provide acknowledgment of receipt before submitting their bids.

Questions and Answers
1. Specification 4.1. Line 1 - 15’ Aluminum Boat: Section 4.1.12. Fuel type, Tank and Storage: C. Minimum 6.6-gallon fuel cell which shall be American Boat and Yacht Council (ABYC) approved polyurethane.
• QUESTION: Would a permanently fixed 8-gallon fuel cell be considered as a TPWD approved equivalent?
• Answer: No, TPWD is not seeking a fixed fuel cell for this vessel.
2. Specification 4.1. Line 1 - 15’ Aluminum Boat: Section 4.1.16. Seats: Two (2) fold down Millenium brand waterproof seats and required hardware.
• QUESTION: Please provide desired location for seat base placement. On the floor or on the half boxes?
• Answer: As presented in the two example vessels, TPWD seeks to have the seats mounted on the raised platforms at the stern and bow portions of the vessel.
3. Specification 4.2. Line 2 – 40 HP Outboard Tiller Motor: Section 4.2.18. Motor shall be installed on a Vance kick-up Jack plate with a six-inch (6”) setback.
• QUESTION: Please clarify if the jack plate is to be hydraulic or non-hydraulic. Can you provide the Model # for the spec’d Vance product?
• Answer: Vance Kick-up jack plates are hydraulic, and model should be appropriate for the vessel and motor bid. Vance offers a “kick-plate” only version that is manual but that is not what the specification calls for.

Addendum 01
4. Specification 4.3. Line 3 – Boat Trailer for Flat Bottom Boat as specified in Section 4.1:Section 4.3.1. Examples:
E-Z Loader 1554, Magic Tilt 1554, or TPWD approved equivalent
• QUESTION: Would a TN Trailer Galvanized 54” be considered as a TPWD approved equivalent?
• Answer: If the TN Trailer Galvanized 54” meets the specifications as outlined in the bid specs then it may be considered as an approved equivalent. Bidder needs to clearly articulate the trailers specification in order to determine equivalency.
5. Specification 4.3. Line 3 – Boat Trailer for Flat Bottom Boat as specified in Section 4.1:Section 4.3.9. Tires and Wheels: C. Wheel material shall be galvanized.
• QUESTION: Would aluminum wheels be an acceptable TPWD approved equivalent in lieu of galvanized?
• Answer: The specification do not offer allowance for an equivalent and TPWD seeks to have galvanized wheels per the specs.
6. In reference to Solicitation 802-26-75664 for the 15' Aluminum Boat, Motor, and Trailer Packages, we are writing to request clarification regarding the use of an alternate manufacturer. Section 3.2 and Section 5 of the specifications state that brand names and manufacturer references are descriptive only, indicating the type and quality desired. We are interested in submitting a bid for a product that meets or exceeds all technical specifications outlined in Section 4 (including hull gauge, dimensions, and accessories), but is produced by a manufacturer not specifically listed as an example.
• QUESTION: Could you please confirm if a product from an alternate manufacturer will be accepted as a "TPWD approved equivalent" provided it meets all salient characteristics?
• Answer: Per the solicitation document specifications requested by TPWD will only be considered.
Brand specifications is not necessary, however product must meet all other specifications as example in IFB document.
7. QUESTION: 4.1.10 Is Linex spray-in liner acceptable? SeaDek is not non-skid 1 A Pad Glue in Mat
• Answer: Linex is not a clear equivalent to SeaDek or Hydro-turf and we disagree with the assertion that it is not non-skid.
8. QUESTION: Welded cleats not the same as Trail System cleats? T Rail can be moved down the side of the boat – welded area permanent to position installed.
• Answer: This appears to be a statement more than a question, but we are well aware that a T-rail is not the same as a welded cleat which is why we used the term “or” in the specification to allow either 4 welded cleats in the identified areas OR 4 cleats installed via the T-rail System.

9. QUESTION: 4.2.18 Is CMC-BA 130 as acceptable kick up manual jack plate?
• Answer: No this is not a hydraulic jack plate design equivalent to the Vance product outlined in the specs.
10. QUESTION: 4.2.1 Suzuki 40atl5 equal to Mercury SeaPro 40? Mercury SeaPro is a commercial grade. Mercury sends with heavy duty lower unit and sustained commercial grade operating range. A Mercury 40ELHPT with advanced tiller handle would be equal.
• Answer: TPWD is seeking a Suzuki 40atl5, Mercury SeaPro 40 or approved equivalent as outlined in the specification document.
